This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of APR 02 2020, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3.

Incumbents typical work assignments may include the following:

  • Promotes collaboration and assistance in all aspects of industry engagements for OSD.
  • Analyzes current relationships with Industry and recommends sectors to research and build relationships with to carry out DoD mission.
  • Participates and organizes a wide variety of engagements led by A&S Office of Industrial Base Policy.
  • Oversees and builds upon successful industry engagements to continue effective relationships with government counterparts, companies - both defense and non-defense - and trade associations in support of USD(A&S)'s mission.
  • Analyzes the industry engagement strategy to determine what sectors DoD leadership needs to collaborate with to strengthen the Defense Industrial Base (DIB).
  • Facilitates dialogue and drives collaboration between DoD and the (DIB) in order to mitigate industrial base risks and better enable the DoD to obtain advanced technologies.
  • Collaborates across DoD and inter-agency to prepare senior leader packages to include travel and CEO level meeting read-aheads.

  • This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.

Qualifications

COVID-19 Vaccination: To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. You may qualify at the NH-04 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates the following:
1. Developing departmental policy, processes, measurable goals and implementing strategies.
2. Applying knowledge of the acquisition and sustainment structure of the Department of Defense to manage industrial engagements.
3. Identifying, collaborating, and foster relationships with government, industry stakeholders and trade associations to manage industrial engagements.
4. Analyzing and mitigating industrial base risks to obtain advanced technologies through interagency processes, rules, and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PPP PILOT: The Washington Headquarters Service is currently operating under an approved reengineered Priority Placement Program (PPP) pilot for all positions in its serviced workforce. This pilot is application based and current PPP registrants who are registered for activity codes 293A and 295A (regardless of the location) are required to apply to the job announcement via USAJobs in order to exercise their priority placement status. This pilot permits priority candidates to be assessed with other competitive applicants. This is an acquisition position Program Management, Practitioner level. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within the grace period applicable to the required tier of certification. Incumbent must acquire 80 Continuous Learning Points every 24 months.

This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.
