Duties

Help
  • Serves as principal/technical expert/advisor regarding facilities operation and management in accordance with the ARS facility programs.
  • Acts as facilities contact to appropriate ARS personnel in response to emergency notifications from fire and police regarding incident and the required entry of federal facilities for investigation and action when required.
  • Identifies and maintains services to support the diverse needs of four Research Management Units (RMU), including utilities, gas, air, vacuum water quality, instrument gases, specialized ventilation, and alarm systems.
  • Develops and maintains annual and long-range standard operation and maintenance procedures for the buildings and areas associated facilities.
  • Maintains facility project records to provide information in the development of project cost estimates for the annual plan and budget for facilities operation and maintenance.
  • Development of the 5-Year and 10-Year Facilities Maintenance Plan.
  • Maintains facility records and documentation including drawings specifications, manuals, warranty information, and building modifications.
  • Reviews and prioritizes all deficiencies in maintenance, renovations, and utilities, and manages associated budget plans.
  • Analyzes and diagnoses building system problems and develops appropriate repair plans utilizing in-house, cooperator, or contractor resources as required for electrical, plumbing, and refrigeration repairs and alterations.
  • Develops and maintains a schedule, documenting all services and repairs by asset.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing and maintaining the annual and long-range standard facility operation and maintenance procedures; planning, directing, and overseeing a preventive maintenance program; ensuring all critical infrastructure and associated systems receive routine maintenance; and managing associated budget plans.
OR
Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to an engineering, industrial arts, property management, or business administration degree or LL.M., if related.
OR
A combination of education and experience as described above.
