Duties

Help
  • Examines, analyzes, and interprets accounting data, records, and reports.
  • Performs cost determinations for office/laboratory equipment, including ordering and managing technology equipment such as computers, printers, scanners and cell phones.
  • Advises management officials regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, career development, training, and other human resources activities.
  • Reviews requests for personnel actions and provides advice and recommendations to management officials on propriety, relative need, and special problems which may be encountered in processing such requests.
  • Ensures all accidents, injuries, illnesses, and environmental releases are properly reported; appropriate forms are prepared; and investigations are performed to identify causes and determine corrective actions.
  • Prepares administrative policy statements, standard operating procedures, and other guidance.
  • Reviews current procedures for internal processing of administrative work and recommends improvements to workflow and efficiency of operations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade.

GS-09
Specialized Experience: Specialized experience is experience related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with financial management or procurement; tracking monetary expenses for an office; preparing reports or administrative documents; and informing employees of human resources rules, policies, regulations, or procedures.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. Related degrees may include Business, Business Management, or Business Administration.
OR
A combination of graduate level education and specialized experience as described above.

Specialized Experience:
Specialized experience is experience related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience administering administrative policies and procedures for an organization; performing budget administration duties for an organization to include developing the yearly budget; and being involved in the federal hiring process.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Related degrees may include Business, Business Management, or Business Administration.
OR
A combination of Ph.D level education and specialized experience as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
