Duties

The employee in this position serves as the Field Coordinator in the Mexican Wolf Recovery Program. This position is located within the Mexican Wolf Experimental Population Area in Arizona or New Mexico. The incumbent is primarily responsible for supervising field biologists and technicians while setting day-to-day field priorities. Duties will include but are not limited to the following:

  • Devotes 25% or more of duty time to supervising. Exercises the full range of supervisory duties for four or more subordinates at various grade levels by assigning, directing, and reviewing their work. Plans, schedules, and coordinates work, and solves difficult technical problems. Carries out established personnel functions and practices, and keeps employees informed on important aspects of personnel management programs. Informs supervisor of anticipated work force needs; recommends employee status changes such as promotion, reassignments, and awards; approves leave; sets performance standards and evaluates performance; provides for employee development; and resolves minor grievances.
  • Coordinates the field implementation of the Service's Mexican Wolf Recovery Program. Oversees and is responsible for, through supervision of others, the reintroduction and management of the wild population of Mexican wolves in Arizona and New Mexico. Provides technical oversight and expertise on the reintroduction, management and research issues of the Mexican Wolf Recovery Program, including: trapping, darting, and monitoring; and data collection, management and analysis.
  • Solves complex logistical and management issues by negotiating and communicating with various members of the public, including local governments and Tribes, residents, interested parties, and Federal and State agencies. Coordinates the involvement of an administratively diverse field team from the multiple agencies involved in day-to-day implementation of Mexican Wolf Recovery to ensure proper implementation of Mexican wolf annual work plans, recovery actions, and Standard Operating Procedures.
  • Serves as the Region's technical expert on wolf biology, ecology and management. Documents observations and prepares reports and professional papers as appropriate. Develops reports on the status of the population and proposed enhanced procedures. Prepares procedural and technical documents related to the reintroduction and management of Mexican wolves by researching technical literature and issues; writing, reviewing, and editing; planning, coordinating involvement of public and stakeholders; and analyzing and formulating responses to comments.
  • Participates in various aspects of the Mexican Wolf Recovery Program, such as: preparing briefing papers for the Regional Director and Director; assisting with budget management and preparing annual budget requests. Informs Federal, State, private agency and conservation groups of Service approved wolf policy and recovery directions on behalf of the Mexican Wolf Recovery Coordinator or when Coordinator is unavailable. Interacts with the media and film crews to ensure that the Mexican Wolf Recovery Program is accurately portrayed to the public.

Qualifications

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  2. Possess a combination of education and experience--courses equivalent to a major, as shown in "A" above, plus appropriate experience or additional education. To combine education and experience, first take the number of semester hours (or equivalent) earned towards your degree and divide by 120 semester hours (or equivalent). To determine the percentage of qualifying experience, divide the total number of months of acceptable specialized experience by 12 months. Add your percentages of education and experience together. The two percentages must total at least 100%.
Minimum Qualification: Possess one year of specialized experience equivalent to the GS-11 grade level in the Federal Service (obtained in the public or private sectors). Specialized experience must include: 1) Supporting and developing others to facilitate a strong, respectful atmosphere where all team members feel valued and encouraged to achieve conservation of federally listed threatened or endangered species, migratory birds, wetlands, and other important fish and wildlife resources; 2) Leading or supervising the work of natural resource professionals engaged in a range of projects and studies related to the conservation of ecosystems and species to ensure the achievement of office and agency goals; 3) Working effectively with diverse partners and stakeholders to achieve conservation benefits for fish and wildlife resources; 4) Clearly and concisely briefing senior leaders of an organization on complicated natural resources issues and recommended solutions both verbally and in writing; 5) Understanding and implementing regulations (e.g., the Endangered Species Act, National Environmental Policy Act, etc.) and agency policies related to natural resources conservation; and, 6) skill in writing and editing complicated scientific documents to ensure they are scientifically and legally defensible.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
