Summary

This position is located in the Network Systems and Management Branch (NSM), Security Systems Integration Division (SSI), Office of Security Technology (ST).  You will function as the primary operations manager for the Security Management Systems enterprise (SMSe) network & other IT platforms and handle issues involving ST’s technical security assets, currently valued at over $550M, related maintenance and repair operations in support of mission-critical Department of State programs.

Duties

Help
  • Responsible for SMSe operations and program management duties related to planning, managing, developing and overseeing staff dedicated to developing, deploying and supporting the SMSe worldwide network of servers, workstations and network devices.
  • Sets annual, multiyear and long-range budgets/project schedules; identifies program goals and objectives that need additional emphasis/funding; resolves budget shortfalls and anticipating funding adjustments and; plans for long-range staffing needs.
  • Reviews and analyzes progress reports, special reports, correspondence and various other documentation and management data from government/industry relating to technical security systems and/or network security to evaluate compliance.
  • Ensures that the SMSe system follows all required compliance regulations. Conducts audits of network, systems, and user accounts to ensure compliance with policy. Conducts audits of the vulnerability scans for the systems on the SMSe network.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attention to detail. 
  2. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services and is committed to providing quality products and services.
  3. Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information.  Makes clear and convincing oral presentations, listens to others, attends to nonverbal cues and responds appropriately.
  4. Problem Solving - Identifies problems, determines accuracy and relevance of information, uses sound judgement to generate and evaluate alternatives and to make recommendations. 

AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

-Experience testing, implementing and coordinating network activities among various IT professionals.

-Experience developing IT technical standards, performance metrics, and processes for network systems.

-Experience identifying, recommending and implementing lifecycle support programs for IT hardware and software components.

-Experience resolving and explaining complex issues, recommending and implementing new Information Technology approaches.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.

  • Ability to resolve complex problems and recommend the acquisition of hardware and software components.
  • Skill in written communication techniques in order to develop expert assessments and recommendations on a broad range of network, IT, and project management issues.
  • Knowledge of IT architecture in order to assess the feasibility of new /modified network applications and software.
  • Ability to develop formal guidance and training regarding integration and interoperability issues.
