Summary

This position is located in the Budget Execution Division, Executive Office, Bureau of International Narcotics and Law Enforcement Affairs (INL/EX/BE). INL/EX/BE is responsible for INL's financial, personnel, administrative, acquisition, information management, strategic planning, infrastructure, stabilization and emerging program development, and program evaluation and oversight programs.

Duties

Help
  • Works with senior program and project managers, contract and procurement specialists, and Locally Employed (LE) staff at embassies to ensure the proper analysis, execution and reporting of funds for the bureau.
  • Prepares reports; drafts Letters of Agreements; analyzes requests for purchase, contract agreements, and grants; and plans services for complex programs, and advises program offices on obligation requirements for all areas of financial management.
  • Participates with the Team Leader and the Division Chief in planning and implementing the execution of the bureau's budget, accounting, reconciliation, and funds control processes for all INL programs.
  • Provides the full range of budget oversight, planning and other services for multiple complex foreign assistance funds that are international in scope and subject to intense scrutiny from both the public and private sectors.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience interpreting policies, regulations, and guidelines for financial management analysis and budgeting.
  • Experience providing the full range of budget activities to include execution, financial reporting, data analysis and account reconciliation for complex foreign assistance funds. 
  • Experience conducting research, analysis and making recommendations on financial matters for program managers and staff.

There is no substitute of education for specialized experience for the GS-13 position.

  • Ability to analyze budget/financial data to identify problems and recommend solutions.
  • Skill in providing financial technical and analytical assistance.
