Summary

This position is located in the Office of the Legal Adviser, Office of Consular Affairs (L/CA).  This office provides legal advice and representation relating to the performance of consular functions by the Department of State. This position performs general paralegal administrative functions in support of the work of attorneys, researching and interpreting U.S. law and obligations under international agreements, providing litigation support and interagency initiatives and coordination.

Duties

Help
  • Researches complex and voluminous data involving conflicting statutes/authorities within the assigned office, which include treaties, conventions and agreements; and international negotiations with consular issues.
  • Gathers relevant facts and information needed for case development, obtaining information pertaining to cases from a variety of legal and non-legal databases and relevant sources to include overseas posts.
  • Administers the case management system for transmitting letters rogatory and service of process on foreign states by posts abroad, which is governed by the Foreign Sovereign Immunities Act.
  • Responsible for processing and coordinating the sharing of information pursuant to the Mutual Legal Assistance Treaties. Maintains data related to legal cases and tracks the statuses for all submissions received and processed.
  • At the GS-11 level, the incumbent performs essentially the same duties as the GS-12 but under closer supervision and decreased level of complexity.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

GS-11

Applicants applying for the GS-11 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience conducting legal research using a variety of legal databases and/or document management databases.
  • Experience providing direct support to attorneys by preparing, analyzing, and processing legal documents.
  • Experience maintaining data and tracking submissions related to legal cases.

OR B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS- 09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

GS-12

Applicants applying for the GS-12 grade level must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience serving as a legal management information systems administrator, responsible for maintaining data related to legal cases and documents processed.
  • Experience providing direct support to attorneys by applying various laws, court and/or administrative decisions and interpretations, rules, and regulations in substantive areas of law.
  • Experience managing, tracking, and responding rapidly to multiple tasks, submissions and changing priorities.

There is no substitute of education for specialized experience for the GS-12 position.

Your qualifications will be evaluated on the following competencies:

  • Knowledge of various laws, court and/or administrative decisions and interpretation, rules, regulations, policies, and procedures which pertain to the administration of domestic and international programs.
  • Knowledge of the federal, state, and local laws and case law necessary to prepare a myriad of legal documents, to include formal answers, discovery requests, discovery responses, legal memos, and legal briefs.
  • Skill in oral and written communications to prepare and present analyses, to provide advice and guidance, and to solicit information.
  • Ability to perform extensive and thorough legal research into the legislative history, precedent cases, decisions, and opinions that may be applicable to particular domestic and international legal matters.
  • Skill and ability to apply procedural guidelines and methods in acting on information request and response issues, and in carrying out case management and analyses and evaluations.
  • Ability to interpret and apply regulatory material, as well as ability to analyze, conceptualize and evaluate problems.
