Duties

Help

You will:

-Apply the laws, rules and regulations pertaining to discipline, adverse actions, performance based actions and within grade denials; adjudicates suitability issues; and represents management in dealings before third parties for grievances, disciplinary and adverse actions.

-Provide ongoing labor relations support, including participation in partnership council, grievance processing, unfair labor practice processing, etc. Investigates unfair labor practice charges, including unusual or complex ones.

-Establish, maintain, and monitor performance management programs to plan, monitor, develop, rate and reward employee performance and services that support formal and informal awards programs to provide employee incentives and recognition.

-Oversee Human Resources Programs such as the Drug Testing Free Workplace Program, telework, work schedules, leave bank, leave transfer, FMLA and other HR-related programs.

If you are selected, you may be required to complete a one-year probationary period.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as advising management on labor relations concepts or regulations and conducting investigations on alleged harassment, negotiating with unions, conducting pre-decisional involvement with unions, advising managers on employee performance and conduct, writing notices of suspension or removal, or representing organizations in front of third parties on labor or employee relations issues. 

Your answers to the online assessment will be used to evaluate your competencies in the following areas:

Knowledge of employee relations, labor relations and performance management in order to perform a key role in rendering expert advisory service and/or authoritative policy interpretations of complex challenges and issues.

Ability to communicate effectively and build coalitions with senior regional officials, managers, other Federal and State agencies, professional organizations, and the private sector to gather data or facilitate cooperation and support on program initiatives.

Ability to advise management on employee and labor relations and to establish and maintain effective relationships with and gain confidence and cooperation of supervisors and managers on difficult issues.

Ability to research and acquire information and data through a variety of sources, including academic works, contemporary literature, databases and automated systems, networking, etc.

Skill applying human resources management legal and regulatory principles, concepts, practices, and techniques of employee relations, labor relations and performance management programs within a complex and/or large multi-mission organization with a diverse population.

Skill in written communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
