Summary

This position is located in the Office of Information Management and Liaison , Visa Services Directorate, Bureau of Consular Affairs (CA/VO/I). CA/VO/I coordinates visa office policy across three broad areas: the use of technology to make the visa process more secure and efficient, the maintenance of a broad array of interagency data sharing relationships, and the integrity of electronic data and physical records in support of VO’s mission.

Duties

Help
  • Develops functional and operational characteristics and requirements of these systems that meet the global business, political, statutory requirements, and improve the effectiveness and efficiency of technical needs of Visa Services.
  • Recommends user and functional requirements for Visa Service’s automated systems , training programs, and business processes.
  • Evaluates alternatives, provides authoritative advice to managers on solutions to problems that cover a broad range of interrelated issues related to visa adjudication and processing services.
  • Conducts in-depth studies of data derived from visa systems reporting and applies statistical methods and techniques directed toward operational improvements of visa services and systems reporting.
  • Identifies, coordinates, and documents user and functional systems requirements that determine the scope of the design of VO automated systems, training programs, and business practices.
  • Develops training programs with all affected government organizations and contractors.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience researching, analyzing, and evaluating visa legislations and regulations.

Experience planning, implementing, and coordinating special studies and training programs.

There is no substitute of education for specialized experience for the GS-13 position.

Your qualifications will be evaluated on the following competencies:

  • Knowledge of a wide range of qualitative and/ or quantitative methods for the assessment and improvement of program effectiveness.

  • Knowledge of a broad range of management concepts and the principles of organization as they relate to development, programming, and preparation of guidelines for operational procedures of VO automated systems.

  • Knowledge of the visa issuance process and procedures.

  • Ability to apply complex analytical and statistical techniques and evaluative methods to the planning and conduct of a broad range of complex studies and analyses.

  • Knowledge of the laws, regulations, and procedures governing the US immigration and visa process and the processing and issuance of visas, passports and other travel documents.

  • Skill in written and oral expression.
