The Command and Control Communications (AXE-400) provides the FAA with survivable, secure, and redundant command and control communications that assure the Agency's ability to respond to emergencies, to assist in the minimum essential restoration of the National Airspace System (NAS), and facilitate the continuity of operations (COOP). AXE-400 also provides technical, engineering, and life-cycle management for the FAA's emergency operations and disaster response mission

Help

The Information Technology Security Program Manager performs multiple, varying, and complex assignments under minimal direction of a manager. Applies experience and comprehensive technical knowledge of IT security, secures and monitors C3 IT systems, leads the delivery of cybersecurity products and services. Ensures the proper security of multiple Government Information Systems and may serve as System Owner for these systems as authorized by the Branch Manager. Additionally, the incumbent has an understanding of new technologies and methodologies to solve complex problems and develop improved technical processes or systems. Safeguards and maintains the security, integrity, and operational capability of the systems and services. Leads teams of highly technical contractors composed of network and system security engineers and administrators. Sets priorities, assign tasks, ensure and validate performance of contractors.
In this role, duties include, but are not limited to the following:
• Manages successful completion of all tasks for assigned programs including technical work, administrative actions, and program management activities.
• Directs program activities to meet customer and organizational objectives and serving as a liaison with customers to coordinate activities, negotiate tasks, and solve problems.
• Leads a team of support contractors who specialize in IT operations with an emphasis on systems security and resiliency, with the goals of safeguarding mission communications infrastructure from cyber-security attacks, providing excellent customer service, maximizing program efficiency, and successfully executing projects and a strategic vision for the program.
• Coordinates and monitors contractor activities (such as continuous network monitoring) and administering contractor deliverables and financials, to include at least one Independent Security Assessment contract.
• Monitors performance of networks and analyzes network traffic patterns, network devices, network software, and executive software to proactively detect and correct errors.
• Applies laws, regulations, policies, and ethics as they relate to cybersecurity and privacy.
• Ensures compliance with relevant government policies and standards regarding cybersecurity and privacy principles, cyber threats and vulnerabilities.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS- 13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

Experience in discovering vulnerabilities and risks in networks, software systems and data centers with ongoing vulnerability scans, monitoring network data, and ensuring hardware and software applications are updated. AND

Experience performing security audits. Experience managing cyber-attacks and intrusions.
