Summary

This position is located in the Bureau of Population, Refugees, and Migration, within the Office of Admissions (PRM/A). The Office of Admissions is responsible for managing overseas refugee case processing and initial reception and placement of refugees in the United States.  The incumbent is responsible for planning and managing efforts in the development and implementation of programs and policies to identify and protect the U.S. Refugee Assistance Program (USRAP).

Duties

Help
  • Manages the anti-fraud program and leads team activities, including tracking fraud trends in refugee resettlement operations.
  • Performs analytical assignments associated with monitoring, investigating, assessing, and ensuring compliance with established policy and guidelines governing the activities of the U.S. Refugee Assistance Program (USRAP).
  • Reviews, analyzes, and contributes to current and proposed policies, standards, and criteria governing refugee processing.
  • Develops comprehensive studies of incipient fraud patterns by area or type and works with the staff to prepare preventive and protective commendations.
  • Formulates recommendations for the design and development of detection systems, methods, and standard practices to identify and address vulnerabilities to fraud and malfeasance.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience planning and managing projects or programs in support of U.S. immigration or U.S. refugee policy initiatives.
  • Experience monitoring and reporting on foreign assistance programs.
  • Experience conducting analysis of information and evidence to develop investigative conclusions.

There is no substitute of education for specialized experience for the GS-14 position.

  • Knowledge of U.S. immigration laws and policies.
  • Skill in interpreting complex legislation and regulatory policy guidance.
  • Ability to monitor and evaluate programs.
  • Ability to organize and lead teams.
