Duties

Help
  • Provides authoritative advice and guidance on new or revised legislation, executive orders and decisions, OMB directives, and State Department policies and plans on procurement process improvement strategies.
  • Directs the development of studies and analyses relating to program content, resource allocation, scope, and funding methodologies.
  • Integrates Information Technology strategies and modernization efforts, analyzing, evaluating and advising senior management on strategic plans and evaluation metrics to meet the Department's current and future global acquisition requirements.
  • Analyzes and advises on strategic management plans and evaluation metrics, evolving trends, conditions, status, and accomplishments of strategic initiatives that support global acquisition operations.
  • Recommends and conducts assessments and identifies process improvement in the operation and organizational effectiveness of IT strategies and procurement process improvement initiatives.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Specialized Experience:  Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience developing recommendations and action plans that address the shifting priorities, and highly complex nature of a global acquisition operations.
  • Experience with procurement strategic sourcing to develop and implement procedures to improve processes involved with acquiring and monitoring the acquisition of goods and services.

There is no substitute of education for specialized experience for the GS-15 position.

  • Skill in long range planning.
  • Ability to develop and recommend policy.
  • Knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of key programs.
  • Knowledge of Contracting laws, regulations, principles, policies and procedures.
  • Skill in interpreting complex legislation and regulatory policy guidance.
  • Knowledge of program management techniques.
