Duties

Help

The selectee will serve as a Supervisory Document Analyst in the Office of Investigations, Forensic Services Division. Typical work assignments include:

  • Processing physical evidence as an expert in the specialty area of questioned documents. Preparing and reviewing recommendations regarding the development and modification of policies and procedures to enhance operational efficiency. Developing, implementing, and managing division technical and procedural protocols that document how analyses and examinations are conducted.
  • Developing, maintaining, and implementing a formal program of instruction for student examiners in the questioned document specialty area. Managing and supervising the administrative and technical activities of the Questioned Document team, providing day-to-day planning, management, coordination, and direction for a staff of expert forensic document examiners. Setting priorities, preparing work schedules, and assigning cases, taking into consideration the urgency of case completion to meet court or investigative requirements.
  • Advising the Lab Director on the implications and feasibility of program plans, proposals, and recommendations. Participating in meeting with other management officials to discuss major program changes, reorganizations, budget projections, and staffing and equipment needs.
  • Identifying issuing, initiating and coordinating research, and preparing/reviewing position papers, memoranda, and other materials. Preparing recommendations and justifications for proposed changes and revision to regulations and policies, field manuals, and laboratory Standard Operating Procedures. 

The Supervisory Document Analyst position starts at a base salary of $126,233 (GS-14 step 1) with promotion potential salary to $164,102 (GS-14 step 10).

Qualifications

You must meet the basic requirement(s) for this position. The office of Personnel Mangement (OPM), Individual Occupational Requirement (IORs) for the Document Analyst Series, 1397 are as follows:

Specialized Experience: Examples of qualifying specialized experience include:

  • Examination and comparison of handwriting, printing, typewriting, and other mechanical impressions in order to make determinations of identity or genuineness.
  • Analysis of inks, papers, and other recording instruments and materials by chemical, microscopic, and other methods in order to develop information useful in determinations of genuineness, integrity, security, origin, validity of date, or for restoration of mutilated or obliterated matter.
  • Specialized document photography and preparation of photographic exhibits to be used for court demonstration purposes, or supervision of such work.

IN ADDITION TO MEETING THE ABOVE INDIVIDUAL OCCUPATIONAL REQUIREMENTS, YOU MUST ALSO MEET THE FOLLOWING SPECIALIZED EXPERIENCE: 

You qualify for the GS-14 level (starting salary $126,233) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as:

  • Processing physical evidence in the specialty area of questioned documents
  • Examining and comparing handwriting, printing, typewriting and other mechanical impressions in order to make determinations of identity or genuineness
  • Analysis of inks, toner, papers, other recording instruments and materials by chemical, microscopic and other methods in order to develop information useful in determinations of genuineness, integrity, security, origin, validity of date, or for restoration of mutilated or obliterated matter
  • Serving as an expert court witness
  • Performing a variety of team lead functions such as delegating assignments, staff advising and counseling, or performance management

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
