Summary

The Office of the Solicitor (SOL) of U.S. Dept. of Labor (DOL) is seeking to hire multiple law students through the Summer Pathways Internship for positions located in the National and Regional offices through separate postings. Incumbents will learn the operations of a Federal government law office and  DOL's enforcement programs, including civil litigation practices, client advisory services, rulemaking practices, and development of regulations.

The Office of the Solicitor also has seven regional and seven branch offices which serve as lower court trial litigation centers.

Atlanta/Nashville Regional Office - Through the Regional Solicitor's Office internship program, law students have the opportunity to experience this important litigation firsthand.  Interns may sit in on client meetings, witness interviews, depositions and trial preparation and attend trials and other hearings, draft litigation analyses, discovery, motions and perform the same work as the attorneys in the office.

Boston Regional Office - Our interns will be introduced to the operation of a government legal office, become familiar with civil litigation practice in a government setting, and be exposed to the diverse Department enforcement programs as caseloads permit.  Major litigation areas include federal district court actions under the Employee Retirement Income Security Act and the Fair Labor Standards Act, as well as administrative proceedings under the Occupational Safety and Health Act and the Immigration and Nationality Act.

Chicago/Cleveland Regional Office - The Chicago Office is responsible for litigating enforcement actions under various federal labor statutes. A legal intern in the Chicago office would gain practical legal experience by assisting program counsels and staff attorneys through conducting legal research; assisting with written discovery and deposition discovery; drafting motions, pleadings, settlement agreements, and other court filings; and assisting with and participating in trials and settlement conferences. The Cleveland Office of the Regional Solicitor handles the Department’s Ohio trial litigation under various federal labor statutes. A legal intern in the Cleveland Office would gain practical legal experience by assisting program counsels and staff attorneys through conducting legal research; assisting with discovery and depositions; drafting motions and other court filings; and assisting with and participating in trials and mediations.

Dallas/Denver Regional Office - The Dallas Regional: Interns will have the opportunity to participate in and assist with a wide range of litigation activities. Assignments will vary based on each individual’s level of skill, interest, and needs of the office but may include: attending litigation-related activities, such as client meetings, depositions, mediations, and trials; reviewing or summarizing investigative files, deposition transcripts, or document productions; drafting motions, discovery requests, or discovery responses; conducting research and analyzing legal issues related to pre-litigation advice, discovery, and trial matters. Denver Office: The intern will assist trial attorneys in all stages of litigation and trial preparation. Assignments may include: Conducting legal research; drafting legal analyses, discovery and responses to discovery requests, motions, and briefs; reviewing and summarizing investigation files, litigation documents, and deposition transcripts; reviewing and organizing evidence and exhibits for litigation and trial purposes. The intern may accompany attorneys at depositions, hearings, mediations, and meetings with client agencies.

New York Regional Office - The intern will provide support to trial attorneys. Intern responsibilities may include legal research and writing, drafting motions and memoranda, reviewing documents, negotiating settlements, assisting with witness interviews and preparation, and trial preparation. The NY Regional Solicitor’s Office litigates cases pursuant to the various laws administered by the Department of Labor in NY, NJ, Puerto Rico and the U.S. Virgin Islands.

Philadelphia/Arlington Regional Office - Student interns will assist RSOL attorneys on a broad range of legal issues. Assignments will involve analysis, research and providing written memoranda, as well as preparing pleadings, discovery and assisting in trial preparation. Interns may also attend witness interviews, depositions, settlement conferences, court hearings, administrative hearings, and federal district court trials.

San Francisco/Los Angeles Regional Office - Legal interns will be responsible for conducting legal research and writing including preparing legal analyses or other legal documents in connection with litigation (such as pleadings, discovery requests and responses, motions, and trial documents). The position may also include opportunities to observe and/or attend court conferences, depositions, and trials, and/or participate in meetings with Department of Labor investigative agencies.

Assignments will also vary in accordance with each student’s level of skill, demonstrated interest, and needs of the assigned office.

  • Requires a trial period if converted to a permanent position.

Appointee must be a U.S. citizen in order to be eligible for conversion to a permanent position in the competitive service upon completion of the Pathways program.

This is a temporary student internship appointment, not to exceed 10 weeks. 

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.



Qualifications

You must currently be enrolled or accepted for enrollment as a student to be eligible for this position AND qualify based on one of the following:

For GS-5 Grade Level:

1.) EDUCATION: Completion of four academic years of post-high school study leading to a bachelor’s degree or four academic years of pre-professional study.

-AND-

2.)  EXPERIENCE: Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: The incumbent must be enrolled as a student in an accredited law school; have completed one year of law school by their start date; and possess strong research, writing, and analytical skills.


For the GS-7 Grade Level:


1.) EDUCATION: Completion of one academic year of graduate level education. 

-or-

Bachelor’s degree with Superior Academic Achievement as defined in the Office of Personnel Management (OPM) Qualification Standards Handbook. 

-AND-

2.) EXPERIENCE: Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: The incumbent must be enrolled as a student in an accredited law school; must have completed two years of law school by their start date; and possess strong research, writing, and analytical skills.

To be eligible for appointment, you must be currently enrolled or accepted for enrollment on at least a half-time basis at an accredited law school.

Education
