Duties for the position:

  • Serves as the chief spokesperson and focal point for overall workforce development system activities and issues within the scope of responsibility of the Division.
  • Manages the Native American Employment and Training Council, a Federal Advisory Committee.
  • Serves as the principal point of contact with high-level officials, including tribal governments, the White House, state agencies, other Federal agencies, and intergovernmental organizations regarding the Tribal program and initiatives assigned.
  • Supervises and directs DINAP's (Division of Indian and Native American Programs) Supervisory Workforce Development Specialists and ensures that the Department of Labor program policies are followed, and that the unit achieves basic objectives of assigned programs.
  • Performs continuous evaluation of programs in accomplishing overall program support objectives and goals.
  • Maintains managerial oversight over all Division operations and activities to ensure efficiency and effectiveness, staff coordination and mission accomplishment.
  • Advises the Administrator, other ETA executive staff, and the Department on all matters within the scope of Division responsibility including strategic planning, policy, program operation, and performance accountability for the development and administration of a national workforce investment system.
  • Coordinates Division activities with other divisions, offices and with organizations through the agency and department.
  • Serve as a Subject Matter Expert in working with tribes, tribal organizations, and Alaska Native and Native Hawaiian entities.
  • Works with tribal communities and tribal governments and able to apply the tenets and principles specific to the section 166 program in the Workforce Innovation and Opportunity Act.
  • Works collaboratively with tribal governments, Federal, state, and local workforce system partners, elected officials, employers, labor, to create a comprehensive and integrated workforce investment system.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service defined as:

  • Experience with programs (i.e., workforce development, education, or human services) supporting American Indians, Alaska Natives, and/or Native Hawaiians; AND
  • Experience leading and/or directing program funding and staff resources available to effectively carry out the program mission and functions

Position Telework eligibility is determined by management based on position duties during the recruitment process.
