Duties

Help

As a Records and Information Management Specialist your duties will include but are not limited to the following:

  • Serves as the Deputy Service Records Manager (RM) responsible for leading, planning and managing the Service's records management program for both core mission and administrative records, regardless of medium or format
  • Responsible for assisting the Service Record Manager in developing and coordinating Service policies, directives, and procedural instructions for managing Service-wide information resources in accordance with Federal law and Federal and Department regulatory requirements.
  • Serves as a senior technical expert to the Service Records Manager on bureau-wide electronic and non-electronic records management issues. Provides advice and support to Headquarters, Region, Area, and Field Office staff regarding adequacy of documentation and creation and management of Service records.
  • Coordinates with the Service Records Manager and senior staff to ensure regional systems functionality are compliant with the Service's policies, procedures, and business processes in support of the records management program. Provides assessment of records and information practices to ensure they support the principles of transparency and information sharing throughout the organization, agency, and Government.
  • Serves as the Service's Coordinator for e-records with responsibility to ensure the integrity and reliability of electronic records systems across the Region. Ensures the Service's Electronic Records (e-Records/eERDMS) Management and Support program follows OPM/DOI/Service Information Management/Records Management general records schedules according to the laws and statutes pertinent to meet records management requirements.
  • Serves as an authority for policies and procedures that address Service records management, and its effects on records management for serviced organizations within the Department, other Federal and allied government organizations, and non-governmental conservation partners.
  • Provides support to the Service Records Manager in the oversight of the policy, compliance, procedures, and implementation of Section 508 of the Rehabilitation Act, which requires Federal agencies to make their electronic and information technology accessible to people with disabilities.

Minimum Qualification for the GS-13: One year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience may include: experience leading, planning and managing a records management program for both core mission and administrative records, regardless of medium or format; electronic and non-electronic records management issues; experience developing and coordinating policies, directives, and procedural instructions for an agency; senior level expert providing advice and support to agency staff regarding adequacy of documentation and the creation and management of records; coordinating with the Records Manager and senior staff to ensure regional systems functionality are compliant with current and projected operational requirements, issues, legislative, and regulatory matters relating to records/information assets and the management of risks to those assets; coordinating with the Service Records Manager to ensure regional systems functionality are compliant with policies, procedures, and business processes in support of a records management program; serving as a coordinator for e-records ensuring the integrity and reliability of an electronic records systems; and experience providing factual advice and guidance regarding regulatory compliance requirements for an electronics records service program.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Knowledge of the field of Records Management, including Federal statues and policy, direction, and guidance issued from the Service, Department of Interior (Department) and its Bureaus, other Federal agencies, and private sector businesses. Specific knowledge is required of 44 USC, Chapter 31-Records Management.

Skills and abilities in determining relevant source material, establishing procedures, obtaining pertinent data, performing analysis, and drawing accurate conclusions leading to effective recommendations on the records management body of knowledge.

Knowledge in developing program requirements to include the planning, oversight, advising, organizing, training, promoting and other managerial activities involving the life cycle of records, including creation, maintenance (use, storage, retrieval) and disposal, regardless of media.

Ability to review and analyze policy-oriented instruments, identify impact and implication on existing policy, reduce findings to courses of action and/or recommendations, succinctly present courses of action and/or recommendations orally and in writing to the decision maker, and incorporate changes to existing policy.

Knowledge of acquisition support relative to IT including, but not limited to hardware, software, or firmware products used to create, record, produce, store, retrieve, process, transmit, disseminate, present or display data or information. This also includes support in the identification of requirements, writing and/or reviewing specifications, identifying costs, obtaining resources (manpower, funding, and training); and the testing, evaluating, planning, obtaining, and managing electronic records management systems (ERMS) lifecycle and support (operations, maintenance, and replacement).
