Help

The CNO will lead the practice of nursing within the regional network in alignment with the Office of Patient Care Services and the Office of Nursing Services strategic direction for the full continuum of the nursing and patient care services workforce. VISN CNOs have the responsibility to develop the regional market nursing and patient care services workforce strategies to ensure a strong nursing and patient care services workforce that is prepared to meet the four statutory missions of the Veterans Administration.

The CNO elevates the role, reputation and practice of nursing locally, regionally, and nationally by establishing relationships with nursing schools and professional organizations to draw talent to the VA, evolve practice models for nurses, nurse practitioners, and certified registered nurse anesthetists to transform health care and clinical processes and, provide oversight for regulatory, licensure and accreditation requirements related to all aspects of nursing including nurse trainees.

As the Clinical Dyad for the VISN with the Chief Medical Officer (CMO), the CNO will:
1. Advance health by providing expanded access to care with a focus on quality, safety, and exceptional service,
2. Commit to delivering safe, high-quality, Veteran-driven care, and offering clinical expertise, innovation, and cutting-edge technology and research to Veterans,
3. Advance the standardization for the implementation of Veteran health care and well-being, reduce unnecessary clinical variation, based on the utilization of best practices supported by research and evidence-based care,
4. Oversee the strategy and architecture of clinician redesign efforts in coordination with healthcare systems in their regional markets and care delivery sites; and,
5. Design and execute new models of care to assure the most efficient use of resources including trainees.

With VISN Leaders, the CNO will:
1. Create and implement technologies to streamline care delivery systems with Information Technology (IT) and Analytics,
2. Assess and execute strategies to ensure optimal health IT operational functionality based on sound research for application to Veteran care,
3. Lead the creation and execute the ideal Veteran experience,
4. Champion health equity strategies to improve the health and outcomes of underserved Veteran populations
5. Champion and lead a high-reliability culture,
6. Lead whole health approach for how clinicians deliver health care tailored to an individual patient's health and well-being.
7. Advance the organization's performance around value and differentiation through the deployment of processes, tools and, measures to meet all four statutory missions of VA; and,
8. Drive standardization and reduce unnecessary clinical variation utilizing research and evidence-based healthcare.

Work Schedule: Monday-Friday, 7:30 am to 4:00 pm

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.
Preferred Qualifications:

National Certifications: Nurse Executive Board Certified (NE-BC); or Nurse Executive Advanced Board Certified (NEA-BC), Certified in Executive Nursing Practice (CENP); Fellow American College of Health Care Executives (FACHE)

Type and Years of Experience & Leadership or Supervisory Experience: 3 to 5 years of progressive senior supervisory experience. Preferred previous VISN CNO or Deputy CNO. ADPCS or Deputy ADPCS. Senior Executive Experience in the Office of Nursing or Patient Care Services. Senior executive experience at a VISN or Central Office Level Position. 5 years' experience with Patient Care Services including nursing, case management and social work, chaplain services, sterile processing, call center, caregiver support, food and nutrition.

Knowledge Skills and Abilities (KSA):
1. Advanced knowledge of strategic planning and statistical analysis.
2. Experience presenting information at a senior facility, VISN, or National level.
3. Advanced knowledge and experience related to accreditation and program oversight and governance requirements at a medical center or VISN level.
4. Advance knowledge and experience with VHA Handbooks, Directives, and other memorandum that govern healthcare program oversight.
5. Experience with the of Office of Patient Care Services, Strategic Planning, Nurse Professional Standards Board, Staffing Methodology, and Sterile Processing.
6. Evaluation and Strategic analysis and planning for recruitment and retention of the workforce.
7. System redesign Green Belt or Black Belt Preferred.

Experience with Specific Groups or Organizations:
  1. Accreditation Agencies (The Joint Commission, Office of Inspector General, Long-Term Care)
  2. VHA Office of Nursing Services
  3. VHA Office of Patient Care Services
  4. Local and Regional Academic Affiliates &/or VHA Office of Academic Affiliation
  5. Experience with State Board (s) of Nursing

Physical Requirements: This position requires potentially long periods of continued walking and standing. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. The position may require long periods of sitting thought meetings and/or at the computer. The position may require extensive travel both regional and national. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
