Duties

Help

As a Wildlife Biologist your duties will include, but are not limited to, the following:

  • Designs, analyzes, plans, manages and implements the biological programs, or a major segment of the programs, involving natural resources of significant national or international importance. Develops and recommends comprehensive management plans covering the biological programs. Provides biological advice and guidance to senior-level management in the development of comprehensive management plans and coordinates activities with involved agencies, researchers, and other stakeholders, including State and County officials, Native American Tribes and special interest groups and or/ private organizations to identify and resolve biological and management issues of local and national significance.
  • Develops biological study proposals, survey designs, and scopes-of-work and conducts complex biological field investigations involving wildlife species and habitats, including population and harvest surveys, biological sampling, population health studies, animal collecting, food habit studies, population modeling, and other wildlife monitoring activities.
  • Designs and conducts studies identifying important habitats and recommends strategies to conserve and protect habitats and populations. Analyzes the potential impacts of proposed development affecting populations and recommends appropriate mitigation when requested.
  • Uses qualitative and quantitative methods to analyze findings to include biological data in geographic information systems (GIS). Prepares scientifically defensible reports and articles for publication in peer-reviewed scientific literature and for presentation at professional meetings.
  • Reviews scientific proposals and reports to evaluate hypotheses, study objectives, research design, appropriateness of methods, probability of success, and overall importance to management or science. Prepares issue papers, briefing documents, reports, and portions of management plans, and provides verbal briefings to Supervisor, Regional Directorate, and others regarding issues that could affect the ecological integrity of resources within Service jurisdiction.

Physical Demands: The job involves a substantial amount of field work. When engaged in field activities, the work is at times strenuous, requiring exertion such as walking over wet, rough, uneven or rocky surfaces; bending, crouching, stooping, stretching, reaching, or similar activities. The work requires average agility and dexterity. Travel to remote study sites will be required via boats, small aircraft, snowmobiles, all-terrain vehicles, and/or on foot. Extended periods of camping in tents or cabins in remote field camps may occur. Incumbent must be able to cope with the pressure of short time deadlines, responsibilities of logistics to remote areas, cultural conflicts, and adverse weather conditions. The incumbent may be required to lift objects weighing up to 50 pounds.

Work Environment: The work requires both office and outdoor work. The office is adequately lighted, heated and ventilated. Frequent travel by various means of surface and air transportation is required to attend meetings and to conduct field work. A variety of temperature and weather extremes may be encountered while in the field. The incumbent may be subject to large numbers of biting insects and may be required to work in close proximity to large animals such as bear and moose. He/she may need to carry a firearm for personal protection from wildlife. The incumbent is expected to conduct duties in a safe and orderly manner so as not to endanger self, fellow workers, or property.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level o GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

Only experience and education obtained by 12/13/2022 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Have a bachelor's degree or higher in biological sciences that include: at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and at least 9 semester hours in botany or related plant sciences. OR
  2. Have completed a combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.
Minimum Qualification [GS-11]:
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Specialized experience includes the following areas: Assist in the management of public lands or wildlife habitat; independently conducting and/or coordinating ecosystem and wildlife research, which provides management recommendations; assisting in developing guidance and working with external partners in the creation or enhancement wildlife habitat; harvest management; and/or statistical modelling. All of this experience is clearly demonstrated in my resume. OR
  2. Have completed three academic years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree in wildlife biology or a directly related field.. OR
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Minimum Qualification [GS-12]: Have 1 year of specialized experience equivalent to at least the GS-11 grade level. Specialized experience includes the following areas: Lead in the management of public lands or wildlife habitat; independently conducting and/or coordinating ecosystem and wildlife research, which provides management recommendations; developing guidance and leading external partners in the creation or enhancement wildlife habitat; harvest management; and/or statistical modelling.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants. The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second hurdle will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

For GS-12, your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Knowledge of habitat, status, ecology, conservation of wildlife species and related biological and physical science disciplines to develop and implement biological programs and/or scientific studies.
  • Knowledge of Service program activities, governing laws and acts, Service policies, and the working relationships within the Service to effectively and efficiently implement program management objectives in the coordination of natural resource management programs within the Service, with state and federal agencies, Native organizations, public and private groups with opposing viewpoints and with scientists from other countries.
  • Ability to plan, analyze, and implement biological programs involving natural resources of significant national or international importance for use in the development of management plans covering biological programs.
  • Ability to design and safely conduct a variety of marine mammal surveys and other biological investigations in Arctic waters. This includes planning and budgeting for complex logistics in remote areas involving boats and aircraft, knowledge and ability to statistically analyze and interpret biological data, draw rational and objective conclusions, and prepare clear, concise technical and administrative reports on the results, and transforming findings of studies into practical applications for wildlife species.
  • Ability to communicate orally in an culturally sensitive, tactful and objective manner in interagency and public forums that may involve interaction with Americans Indians or Natives, knowledge of the culture, tradition and use of natural resources for subsistence and other purposes.
For GS-11, your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
  • Knowledge of the theories, principles, concepts, and methods of wildlife biology and wildlife management; professional knowledge of habitat, status, ecology, conservation of wildlife species and related biological and physical science disciplines to develop and implement biological programs and/or scientific studies.
  • Ability to communicate orally in an effective, clear, and tactful manner in interagency and public forums that may involve interaction with American Indians or Natives, knowledge of the culture, tradition and use of natural resources for subsistence and other purposes
  • Ability to work with others to design and safely conduct a marine mammal surveys and other biological investigations in Arctic waters. This includes planning and budgeting for complex logistics in remote areas involving boats and aircraft, knowledge and ability to statistically analyze and interpret biological data, draw rational and objective conclusions, prepare clear, concise technical and administrative reports on the results, and has the ability to transform findings of studies into practical applications for wildlife species.
  • Ability to use computer equipment and a variety of software (such as word processing, spreadsheets, database management, graphics, statistical analysis, and geographic information systems) to prepare statistical reports, biological surveys and other related briefing material.
