Duties

Help
  • Directs, leads, and coordinates activities of complex IT programs to ensure established milestones are accomplished on time, within prescribed funding parameters, and in accordance with business objectives.
  • Develops annual program budgets and creates business cases to justify/request new funding. Designs or conducts analytical studies, cost benefit analysis, and other research, and reports on milestones and budgets.
  • Leads the IT acquisition process in conjunction with OIG Chief Information Officer (CIO), IT staff, procurement, budget, and Department of Acquisitions (AQM).
  • Serves as a Contracting Officer Representative (COR) for IT services, hardware, and software contracts with responsibility for the planning, management, and oversight of multiple major IT acquisitions projects and contracts.
  • Manages the overall planning, execution, and timely delivery of multiple projects. Oversees execution of the project and closely monitors program progress; responds and adapts plans to changes and manages risk.
  • Provides excellent customer service to clients, works well in a team setting, responsive to customer inquiries and issues, demonstrates flexibility and agility in procurement strategies, and good judgment.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Evaluating contract proposals and monitoring contractor performance.

Performs a variety of technical management roles, including monitoring the cost, schedule and performance parameters of all assigned contracts; including cost estimates, proposal instruction, and evaluation criteria. 

Performs programmatic and acquisition-related pre-ward activities and post award such as acquisition planning, requirements and requisition development.

There is no substitute of education for specialized experience for the GS-13 position.

Coordinate with stakeholders throughout the development and delivery of the annual strategic acquisition plan.

Responsible for planning, management, and oversight of multiple major IT Acquisitions projects and contracts.

Directs, leads, and coordinates activities of complex IT programs to ensure established milestones are accomplished.

Performs a variety of technical management roles, including monitoring the cost, schedule and performance parameters of all assigned contracts; including cost estimates, proposal instruction, and evaluation criteria. 

There is no substitute of education for specialized experience for the GS-14 position.

  • Ability to administer complex procurement/acquisition action.
