Duties

Help

The Senior Auditor (Information Technology), is responsible for conducting audits and assisting in investigations related to the programs and operations of the NCUA. The position is responsible for:

  • Planning, conducting, coordinating, and guiding audits, reviews, evaluations, and special projects that have as their focus the exceptional complexity of information technology and cyber security in the financial sector.
  • Participates with the Deputy Inspector General in managing a comprehensive program of evaluations, audits, and reviews that examine information systems, cyber security, and privacy safeguards to improve NCUA information technology-related programs.
  • Exercises primary oversight responsibility for the annual review mandated by FISMA and performed by a private sector auditing firm.
  • Participates in developing the OIG Annual Performance Plan, recommending IT-related programs and operations for evaluation, suggesting appropriate priorities, and providing short- and long-range plans.
  • Plans and conducts IT-related evaluations, reviews, and audits from inception to final report. Gathers and evaluates all pertinent information and develops appropriate findings, conclusions, and recommendations.
  • Serves as the OIG's IT expert and advises employees on IT requirements and best practices.

Qualifications

Specialized Experience:
Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-15 grade level must have at least one full year of specialized experience equivalent to the CU/GS-14 grade level obtained in the private or public sector.

Specialized experience for this position is defined as experience:
1. Overseeing IT-related audits;
2. Performing all phases of an IT-related audit;
3. Drafting and issuing a final report; and
4. Presenting oral presentations to management officials.

Basic Education Requirement:
In addition to specialized experience, you must meet basic education requirements.

A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
