Duties

Help
  • Performs a variety of assignments at a developmental level to assist contract specialists at a higher grade.
  • Under the guidance and direction of a higher-grade contract specialist, the incumbent discusses contract terms and conditions and analyzes bids and proposals submitted by contractors.
  • Prepares written requests for quotations, contacts suppliers of goods and services, analyzes quotations received, discusses the specific terms of required procurement items, and places the necessary procurement documents with the suppliers.
  • Performs selected tasks and projects that require application of basic contracting principles.
  • In a developmental capacity, the incumbent makes recommendations concerning partial or final payments, contract changes, amendments, suspensions, deficiency cures, and terminations.
  • Assists in collection and analysis of information and data, documents findings, develops reports; and facilitates and/or supports the administration and closeout of contract files.
  • Attends meetings to observe interactions and understand working relationships with program office staff, senior contracting specialists, and other points of contact.
  • Drafts basic letters, memoranda, documents, and/or reports that support contractual actions or recommendations.
  • Performs other duties as assigned.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Minimum Qualification Requirements
Applicants must meet the Individual Occupational Requirements for the Contracting Series, 1102 and the Specialized Experience and/or Education requirements for the respective grade level(s) as shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Contracting Series, 1102 Individual Occupational Requirements:

A. A 4-year course of study leading to a bachelor's degree with a major in any field;

-OR-

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

At the GS-07 level:

Specialized Experience: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience interpreting and applying basic contracting methods to assist in providing procurement services.

Substitution of Education for Experience:

A. 1 full year of graduate level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate level academic study is defined as 18 semester hours, 27 quarter hours, or the equivalent in a college or university.

-OR-

B. Superior Academic Achievement (SAA) - completion of a bachelor's degree in a curriculum that is qualifying for the position to be filled such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management and meet Superior Academic Achievement (SAA) by at least one of the following three methods: (1) class standing - upper third of the graduating class based on completed courses in the college, university or major subdivision; (2) grade point average - 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on my official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; OR 3.5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) election to membership in a national scholastic honor society (note: membership in a freshman honor society cannot be used to meet the requirements of this provision).

Equivalent combinations of education and experience are qualifying for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience at the GS-07 level as described above.
