Duties

Help

As a Financial Management Analyst, you will perform the following duties:

  • Perform overall financial management analysis involving accounting, auditing, budget, and profit and loss analysis for assigned activities and customers in order to support regional and national policies and procedures. Conduct systematic examinations and appraisals of financial documents. Analyze and evaluates ongoing expenditures to ensure timely obligations occur in conjunction with anticipated customer budget forecasts. Review and assess changes in program plans and funding and their effect on financial and budget program milestones. Work with financial personnel to recommend fiscal adjustments based on analysis of financial and budgetary relationships.
  • Maintain comprehensive automated records and data on financials to allow for and expedite the in-house processing, tracking and management of vouchers and payments. Assure interface of financial information with the larger automated accounting management system. Monitor accounting systems impacting operations and income, expenses or related activities/accounts.
  • Analyze program operations, recurring reports, and special systems edits and provides advice to GSA managers and customer officials on regulatory requirements, financial policies, the interpretation of data, and program improvements. Prepare financial statements for required GSA financial reporting processes. Develop reports based on management or customer requests.
  • Provide recommendations regarding financial strategies and/or procedural changes designed to improve financial reporting and evaluation systems. Ensure the validity and technical accuracy of analytical findings and recommendations of studies/projects. Work with senior analysts in planning and developing segments of GSA's internal control architecture; assists in conducting reviews and assessments of internal controls initiatives. Provide advice and counsel to GSA leadership on financial matters. Review and analyze GSA financial policies and practices.

The GS-12 salary range starts at $79,363 per year. Locality will be determined based on duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience providing analysis and advice regarding financial programs and systems and must include the following: (1) monitoring financial reports for accuracy and fund management; (2) analyzing financial data to determine whether existing operations, procedures, policies and reports meet organizational objectives; (3) reviewing, analyzing and reporting upon financial income and expense statements using established accounting principles; (4) performing analysis for new and unusual accounting situations and determining their proper treatment; and (4) using automated systems and tools to conduct financial analysis.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

  1. Knowledge and understanding of the principles, theories, and practices of budgeting, accounting and financial management to participate in systematic studies and evaluations. Ability to analyze facts and financial and budgetary relationships, draw conclusions, and recommend solutions to problems as they impact financial systems in the agency.
  2. Knowledge of current trends and developments in the field of budget. Ability to use information technology to accomplish routine tasks, including extracting budget and program data, and utilizing word-processing and spreadsheet and database applications. 
  3. Knowledge of financial management decision-making, statistical analysis methods, and financial reporting. Skill in written communication in order to prepare clear and concise reports, plans, analyses, and correspondence. Skill in oral communication to make formal and informal presentations to higher level management.
  4. Ability to work productively and cooperatively as a member of a project team on financial management projects. Ability to develop strategies to respond to critical financial management issues.
