Duties

Help

As a Supervisory Accountant, you will perform the following duties:

  • Provide leadership and advice on interpretation of governing policy within the unit's accounting and financial program areas. Apply a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex work processes, projects and systems and makes definitive recommendations based on extensive analysis. Findings and recommendations ensure that agency policy remains in conformance with ongoing regional and national initiatives.
  • Supervise a wide variety of work assignments that require highly specialized experience and broad policy interpretation. Work to maximize the potential of subordinates to achieve organizational goals and sound business results. Perform and review workload analysis and adjusts workloads as fluctuations occur or priorities shift.
  • Advise financial and program managers, and other accountants, on difficult accounting problems and provides system solutions to control reporting problems.
  • Support internal and external audits providing data/information and technical expertise on accounting, financial management and related policies, procedures and reports. Review and comments on audit findings. Create action plans and ensures completion of action items by established due dates. Provide recommendations to the Branch Chief and/or other supervisors in the Division to ensure that branch and division initiatives comply with Agency Accounting Policy.
  • Identify operating policies and procedures which need to be established or revised. Interpret laws, policies, regulations and other operating guidelines established by regional and/or national personnel and provides technical advice and guidance to subordinate personnel. Provide input on the formulation of accounting and financial management policy and procedures for the Agency.
  • Research and analyze a large variety of complex technical data, obtaining information from various sources, working closely with customers and other accountants, as necessary. Prepare a variety of analytical reports using own initiative.
  • High level of skill in oral and written communications to handle, present, and resolve sensitive issues and make recommendations to higher authorities and officials, while obtaining compliance with policies within the agency and to articulate position/policy of vast technical complexity and provide written documentation and reports.
  • Provide professional and technical advice and guidance to GSA Service and Staff Offices nationwide, to the equivalent levels in our customer agencies and vendors, and to subordinate personnel; having technical expertise in his/her accounting and financial program areas, is called upon to review and/or assess problematic or potentially controversial situations which can be out of the ordinary, unique or otherwise unusual in nature. Advise financial and program managers, and other accountants, on difficult accounting problems and provides system solutions to control reporting problems. May also serve as a designated regional representative, including formal presentations on regional or national committees or councils, with delegated authority to recommend changes in regional or national standards, programs or policies.

  • Undergo and pass a background investigation (Tier 2 investigation level).

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-13 salary range starts at $95,567 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

Accountant Qualifications:

Basic Requirements:  You must have either A or B, or C:

  1. Degree in accounting
  2. Degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law
  3. A combination of college level education and experience.

In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as experience performing analyses of a high volume automated accounting system which included complex processing routines; analyzing and evaluating complex accounting problems to develop solutions; and communicating accounting solutions to management peers, customers and/or subordinates.

  3. Skilled knowledge of a number of accounting systems and related appropriation programs to integrate improvements to accounting system capabilities and to solve problems in overall program management and reporting requirements.
  4. Ability to apply analytical and evaluative techniques in order to assess, evaluate, and develop recommendations related to accounting and financial programs, policies, processes, and systems.
  5. Ability to organize, analyze, interpret and evaluate complex financial and statistical reports for the solution of accounting problems and the projection of results based on the alternatives selected.
  6. Ability to communicate effectively orally and in writing.
