Summary

The FAA Bioaeronautical Sciences Research Laboratory is responsible for collecting and managing autopsy and investigatory data from U.S. fatal aviation accidents to allow aeromedical interpretation. This position is responsible for guiding data collection during aviation accident investigations and ensuring that all aspects of accident investigation are securely documented, stored, and distributed in a manner suitable for retrieval and research.

Duties

Help

Pursues, collects, and catalogs investigatory and autopsy records from fatal aviation accidents investigated by U.S. authorities. Serves as key point-of-contact for FAA, NTSB, regional, medical, and other investigators during aviation accident or incident investigations and provides expert advice and analysis involving data processing, collection, and reporting. Coordinates with medical examiners/coroners, local law enforcement, and others to obtain autopsy documentation. Responds to information requests and provides data and/or reports compliant with the Privacy Act, Health Insurance Portability and Accountability Act (HIPAA), and other regulations to ensure personally identifiable information/protected health information (PII/PHI) security is maintained.

Ensures that all data collection and storage activity complies with applicable procedures. Regularly interprets internal and external policies, regulations, and laws in relation to accident investigation and to extrapolate from precedents. Supports quality control and assurance relative to Autopsy Program Team procedures and prepares periodic status reports.

Performs multiple routine, varying, and complex assignments under the limited direction of a manager or team leader. Acts as individual contributor, assists and supports other employees, and is a contributing specialist in work projects. Applies experience and detailed technical knowledge in the development, maintenance, and implementation of Autopsy Program Team procedures. Typical assignments include coordinating with FAA Regional Operations Centers, AVS, NTSB, medical examiners, and other individuals and organizations to promote delivery of autopsy documentation; entering and reviewing data collected from aviation accident inspections and autopsies; interacting with researchers to determine data needs and delivers required data; serving as records management expert within the division; assigning ICD-10, CPT, and AIS codes to medical conditions or injuries as noted in autopsy reports; analyzing statistical trends in accident or incident data; analyzing statistical trends and providing clear graphical reports from complex data sets, and performs other duties as assigned.

Work activities typically support projects or activities of one or more organizational units, subdivisions, and LOB/SOs. Informs management of problems that require attention. Often develops and recommends techniques to address problem situations. Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of the project or other work activity.

Established policies/procedures provide guidance for most assignments but allow some discretion to select the most appropriate approach or to recommend new approaches. Assignments often require interpreting and extrapolating from previous team experience to arrive at a solution. Provides recommendations to improve work processes.

Contacts are internal and external. May act as a key technical point of contact for records or privacy-related activities. Contributes to the preparation of management/technical reports or contractual documents and may communicate information regarding work activities to FAA management, other governmental organizations, aviation/aerospace organizations, and external parties. Works across functional lines, including federal, state, and local agencies, and medical facilities across the United States.

Qualifications

Basic Requirements

Degree: Bachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to the above basic requirements:

To qualify at the FV-H (FG/GS-12) level, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to the FV-G (FG/GS 5-9) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: experience collecting and retrieving autopsy records; maintaining medical records and files; supporting medical professionals; retrieving data by data queries from various databases to compile reports; ensuring applicable regulations and standards are met regarding the storage of medical records, etc.

3 years of progressively higher level graduate education leading to a Ph.D. degree

OR

Ph.D. or equivalent doctoral degree

OR

Combination education and experience may be qualifying for this position.

AND

Quality Ranking Factor (QRF): A well-qualified candidate will have knowledge and skill in collecting and administering PII-containing records and data, to include detailed knowledge of applicable regulations and laws.
