Duties

Help
  • Plans, directs, evaluates and administers staffing, classification, and coding/processing personnel actions in an HR operations office for client organizations.
  • Provides daily administrative and technical supervision and direction of the Human Resources Staff consisting of Human Resources Specialists, Human Resources Assistants, and support staff.
  • Develops personnel policy and operations procedures pertaining to staffing and recruitment, classification and coding and processing personnel actions.
  • Reviews work processes to ascertain their level of efficiency and effectiveness, and leads reengineering efforts that result in developing new and improved systems or processes.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0201).

GS-15: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-14 in the Federal Service (obtained in either the public or private sector). This experience must include all of the following: (1) experience providing complex or controversial federal staffing and placement services in a human resources operations office; (2) experience providing complex and/or controversial federal classification services to serviced clients; (3) experience and managing, directing, supervising or leading teams/groups in an HR operations environment; (4) experience in managing and providing complex and controversial cases in utilizing Delegated Examining.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is: Candidate must have experience demonstrating a mastery of HR laws, regulations, principles, policies, and concepts related to Federal staffing, recruitment, and placement programs to plan and coordinate activities, provide advisory services, and serve as a Recruitment Director over staffing with technical resources to management and HR Specialists on difficult or controversial issues. Must have experience utilizing the Delegated Examining Authority related to recruitment and placement program activities for mission critical occupations that are highly complex. Must have had experience providing complex and/or controversial federal classification.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

The full performance level of this position is GS-15.

This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
