Eligible for a Physician Comparability Agreement (PCA). 

Eligibility for PCA for a GS-0602-14 Physician:

Less than two years federal service:

  • One year agreement: $11,000 per year
  • Two year agreement: $13,000 per year

More than two years federal service:

  • One year agreement: $17,000 per year
  • Two year agreement: $19,000 per year

More than 5 Years federal service:

  • One year agreement: $22,000 per year
  • Two year agreement: $24,000 per year

Major duties for this position include but are not limited to, the following:

  • Applies clinical understanding of disease, epidemiological principles, toxicological information, and information and data management expertise to questions affecting worker safety and health. Supplies authoritative advice and expertise on a variety of occupational medicine-related subjects to agency executives and staff and the regulated community, including but not limited to: delineating signs and symptoms from exposure to specific toxicants; interpretation of test results and health effects of specific occupational exposures; and knowledge of mechanisms of action of specific toxicants including biologics, chemicals, dusts, and physical hazards. Evaluates medical examinations as a reviewing medical officer to determine work capacity and fitness for duty.
  • Mastery of national and applicable international safety and occupational health laws, policies, regulations, standards, and operational directives (such as letters of interpretations, programs, policy directives, and other internal instructions); and of industry practices, methods, and techniques sufficient to serve as an expert responsible for assisting the office director in planning, developing, and conducting a nationwide program of occupational medicine, as well as a variety of related occupational safety and health activities.
  • Expert professional knowledge of occupational medicine and safety and health principles and practices, the theories and techniques of epidemiology, plus occupational health laws, regulations, and methodologies sufficient to plan, coordinate, and carry out broad, complex program activities and projects and to provide guidance and technical assistance to OSHA staff and the regulated community.
  • Develops formal or informal written responses to field consult requests for support and documents opinions using carefully reasoned medical and scientific knowledge. Prepares or assists in preparing occupational safety and health technical resources, such as Safety and Health Information Bulletins on specific hazards or toxins.
  • Establishes and promotes relationships with OSHA-internal staff, professional organizations, external experts in the field of occupational medicine, labor representatives, and academic centers to promote OSHA's mission and to link the agency with experts in this field. Represents the office and the directorate by providing expert occupational health support to other organizations in the development of new or modified occupational health standards and related documents.
  • Applies knowledge and understanding of clinical medicine in the evaluation of physical examination results for medical surveillance and fitness for duty.

Qualifications

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada.  This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States.  Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure
For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. 
Note: An agency may wave the licensure requirement for research positions not involving direct patient care.

In addition to meeting the BASIC REQUIREMENTS applicants must have the following:

Graduate Training
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.  Descriptions of such programs are described below:

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education.
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions.

Additional Requirements for Grades GS-12 and Above:

For GS-14 -- 4 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Specialized Experience Requirement: To qualify at the GS-14 level, applicants must have 52 weeks of Specialized Experience equivalent to at least the next lower grade level, GS-13.

Specialized experience is defined as having completed a residency either in occupational medicine (necessary for supervision of residency rotation position) or a residency in general preventive or aerospace medicine; some specific dedicated training in occupational medicine such as broad review course, a short-course in occupational medicine such as offered by the American College of Occupational and Environmental Medicine or its component societies; OR one additional year of clinical practice before or after residency training or formal secondary residency, such as Family Practice or Internal Medicine represent equal substitutes. Additionally, applicants should have specialized experience in conducting medical investigations and support activities with some supervision; AND participating in workgroups or seminars that relate to occupational medicine.
