Summary

This position is located in the Financial Management Division (FMD), in USDA's Office of Inspector General (OIG). FMD is responsible for all stages of the formulation and execution of OIG's financial plan, and the administration of a financial accountability program including analysis and reporting of expenditures and obligations, tracking of employment ceiling allocations, administration of reserves, and establishment and implementation of an internal control system.

Help
  • Provides senior leadership-and direction of a professional accounting program involving a full range of Federally mandated and departmentally prescribed finance and accounting functions.
  • Designs controls to track financial records, safeguard assets, and ensure accurate validations, properly classified transactions, and reliable financial statements and reports.
  • Oversees the verification of financial statements and reports with applicable documentation to ensure that reports are accurately and technically reflective of OIG's financial condition.
  • Oversees and administers the day-to-day operation and maintenance of financial accounts within the Financial Management Modernization Initiative (FMMI).
  • Oversees and/or performs validation of data entered into basic and specialized general ledger accounts that are integrated into FMMI.
  • Coordinates the review of accounting records and prepares apportionments, allocations, and operating budgets.
  • Designs controls to track financial records, safeguard assets, and ensure accurate validations, properly classified transactions, and reliable financial statements and reports.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. 52 weeks at the GS-12 grade level for consideration for the GS-13).

Basic Requirement: Applicants must have:

1: A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

2: Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Specialized Experience: In addition to meeting the basic education requirement above, candidates must also meet specialized experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. For this position, specialized experience is defined as experience applying accounting theories, practices, methods, techniques and auditing to independently perform accounting functions, modify and adapt conventional accounting and analytical techniques to perform a variety of assignments, solve problems, advise managers on accounting and financial matters; knowledge of accounting automated systems practices and limitation; skill in using computer operations, electronic communications, spreadsheet analysis, database creation and utilization to prepare reports, schedules, and statements.
