Summary

This position is located in Albany, CA in the Alameda district office of the Office of Field Operations, Regulatory Operations. The district office is responsible for the overall management of an inspection and enforcement program involving meat, poultry, and egg products in several states.

The work schedule is full time, Monday - Friday 7 a.m. - 3:30 p.m.

Duties

Help
  • Coordinates the overall staffing and coverage of inspection assignments within the district.
  • Functions as a liaison with Office of Human Resources (OHR), HROD to initiate recruitment for new or vacant positions.
  • Maintains the accountable property database for items such as cell phones, LincPass ID, ID cards, keys, badges, calling cards, computers and miscellaneous equipment.
  • Coordinates training activities for the district.
  • Conducts orientation sessions for new employees.
  • Administers leave scheduling for inspection and enforcement personnel.
  • Order computers for new assignments, changes in assignment or when needed.

Qualifications

Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below:

Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-7 grade level for consideration at the GS-9 grade level.)

For the GS-7 level: Applicants must have one year of specialized experience (equivalent to the GS-5 level) that demonstrates experience in the following areas:

  • Assisting in researching and interpreting basic regulations and guides.
  • Assisting in the development of staffing reports
  • Answering routine inquires on personnel and management issues from the field employees and other customers
  • Maintaining and coordinating calendars and events.
  • Compiling and assembling data to create and maintain spreadsheets. Managing personnel files, training, leave, staffing or other administrative requirements

For the GS-9 level: Applicants must have one year of specialized experience (equivalent to the GS-7 level) that demonstrates:
  • Researching inquiries and providing guidance and advisory services to customers at multiple levels related to staffing.
  • Maintaining Personnel management and file/records management.
  • Coordinating training events and providing input or recommendations for training requirements.
  • Researching and interpreting basic regulations and guides.
  • Assisting in the development of staffing reports.
  • Assisting in providing services to customers at multiple levels related to staffing.

- Land Management Workforce Flexibility Act:

a. A stated reason as to why the appraisal/documentation is not available; AND
b. A statement that their performance for all periods was at an acceptable level, their most recent separation was for reasons other than misconduct or performance, and they were never notified that they were not eligible for rehire based on performance. This shall be in lieu of providing copies of the performance appraisals.

Education

  • 1 full year of graduate level education.
  • Superior academic achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

  • Master's or equivalent graduate degree.
  • 2 full years of progressively higher level graduate education leading to such degree
