Maintains Senate identity database; serves as primary contact for system administrator and Identity and Access Management division and supports the use of identity information in Senate applications and databases. Serves as SAA liaison with the House of Representatives and USCP in developing Congressional identification and credentialing security policies and programs; communicates identification issues and policies to SAA management and external agencies. Researches, recommends, and implements approved credentialing security methods and policies with the SAA and, as needed, with USCP, House Sergeant at Arms, United States Department of Homeland Security, and Architect of the Capitol (AOC); formulates and implements policy for credentialing requirements for special events, such as Inauguration, State of the Union, and high profile hearings. Coordinates the acquisition, distribution, and inventory of all hardware, software, and supplies for the U.S. Senate ID Office; researches and recommends new methods, features, software, and hardware to enhance the efficiency of office operations while meeting security requirements of the SAA. Manages, trains, schedules, evaluates, and supervises the work of ID Specialists; delegates projects to staff and tracks progress as needed; interviews and makes recommendations to hire new employees; takes disciplinary action as required. Oversees biennial renewals and ongoing production of ID cards for each Congress; reviews policies and makes exceptions for waivers, etc., as needed; performs the duties of the ID Specialist as needed. Develops the annual budget for the ID Office. Participates in Continuity of Operations (COOP) planning and training, and acts as primary Continuity of Operations Action Officer for the Identification Office.
Work requires a Bachelor’s Degree in Public or Business Administration, or a related field, and five to eight years of experience in office management, including supervisory experience; or any equivalent combination of education and experience that provides the following knowledge, skills, and abilities:

Work is performed primarily in an office environment with no exceptional physical demands.
Must possess or be able to obtain a security clearance. This position requires the incumbent to be available at all times for sudden recall in response to emergency events affecting the Senate campus/community, and to potentially deploy to alternate sites in support of the Senate’s contingency operations.

The Office of the Sergeant at Arms (SAA) is the largest in size of staff and budget in the Senate. It is responsible for all Senate computers and technology support services, recording and photographic services, printing and graphics services, and telecommunications services. The SAA also provides assistance to all Senate offices with their staffing, mailing, purchasing, and financial needs. The offices of the SAA that are responsible for providing these and other services include Capitol Facilities, the Operations Division, Customer Relations, Financial Operations, Human Resources, and Information Security. The SAA also shares responsibility for the U.S. Capitol Police, the Senate Page Program, the Senate Office of Training and Development, and the Capitol Telephone Exchange.
