Summary

This position is located in the National Security Division (NSD) of the Office of Homeland Security (OHS) within the United States Department of Agriculture (USDA). The incumbent serves as Food and Agriculture Security Program Manager and is the team lead for the Food and Ag Sector. In addition, the incumbent serves a key role in supporting the leads/providing redundancy to other NSD programs, including recovery and mitigation, counterintelligence, and Insider Threat.

  • Coordinates NSD efforts to identify emerging issues in food and agricultural security and potential capabilities to apply to these all-hazard issues and problems.
  • Monitors, analyzes, and summarizes national and international events and trends; homeland security programs across the Department; and advises the Director and other high-level managers on critical policy developments.
  • Prepares time-sensitive and/or security sensitive materials on food and agriculture security issues.
  • Leads/coordinates Food and Agriculture sector risk management activities to include risk assessments, vulnerability assessments, and coordinating with USDA?s Intelligence Division and interagency partners as appropriate to inform threat assessments.
  • Partners in the development of threat assessments, strategies, and approaches for minimizing and/or reducing risk.
  • Works with NSD?s Intelligence Program Manager on counterintelligence issues related to USDA programs and activities, provides support to USDA mission areas and agencies on counterintelligence issues.
  • Facilitates implementation of related Departmental Regulations, serves as a key point of contact for requests for information related to counterintelligence from interagency partners or internal stakeholders.
  • Serves as a USDA technical expert and primary point of contact for coordination of high-profile policy and reporting initiatives, with a focus on recovery/mitigation, and risk management within the Food and Agriculture Sector.
  • Serves as a key point of contact for requests for information related to counterintelligence from interagency partners or internal stakeholders.
  • Assists the Division Chief in the leadership of the Food and Agriculture Sector, including support in the role of the co-chair of the Government Coordinating Council, coordination with the Sector Coordinating Council and private sector entities.
  • Coordinates homeland security policy initiatives both inside USDA and with interagency partners and supports these initiatives before external audiences.
  • May lead USDA-chaired or co-chaired working groups broadly related to food and agriculture security, including on homeland security issues, emerging topics, or agroterrorism.
  • Ensures that the appropriate level of coordination and synergy is achieved across USDA organizations to effectively carry out the duties of OHS.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience:
Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is coordinating organizational efforts concerning emergency management and national security issues as they relate to the food and agriculture sector, recovery and mitigation activities, biodefense, or agroterrorism; and experience providing authoritative advice in the development and evaluation of national policies and procedures designed to prevent, respond to, or mitigate man-made threats to U.S. agriculture or health.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
  • Occasional travel is required to other departments and agencies, contractor sites, and training sites. Long distance travel to field locations and emergency relocation sites occurs approximately 10% of the work year. The incumbent must be prepared to relocate or provide virtual support to emergency relocation site where accommodations and daily routine may be considerably more austere than the normal work environment.
