Duties

Help

As a Great Lakes Restoration Initiative Coordinator (Fish & Wildlife Administrator) your duties will include, but are not limited to, the following:

  • Represents the Service as senior program manager, obtains cooperation from and maintains liaison with parties and agencies interested in decisions of the Service.
  • Establishes strategic work contacts that are highly complex, demanding, and critical to program accomplishment. Coordinates activities across programs, branches, divisions, Regions, field offices, sister bureaus, external federal and international agencies, tribes, states, and non-federal partners for the benefit of GLRI or projects to enhance program outcomes, information exchange and to provide technical assistance.
  • Represents the Service and participates in agency and interagency planning sessions, workshops, and meetings (including other Service activities, other Federal, Tribal, and State agencies, local governments, international entities, organizations, groups, and individuals) for the purposes of communicating and negotiating Service positions and objectives and for precluding and resolving problems.
  • Reviews and comprehends the current thrusts of the major conservation organizations regarding their policies toward fish and wildlife resources and actively participates with conservation groups, states, and local entities to keep them advised of Service activities.
  • Leads efforts to create administrative, financial, and results oriented accountability of the Service activities to manage natural resources for conservation purposes.
  • Leads in the development, formulation, and allocation of budgets for the GLRI program and related projects. Works closely with the Service's budget offices, EPA representatives, and the Region's senior management during budget formulation activities for the assigned program or project areas. Through subordinate staff, assures the proper use and tracking of fiscal and organizational resources.
  • Defines projects and leads negotiation for reimbursable funding, tracking of expenditures, and monitoring completion of scopes of work.
  • Exercises the full range of supervisory and managerial duties for a staff of professional biologist and support subordinates.

Qualifications

Only experience and education obtained by 10/28/2022 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
A. Possess Bachelor's or higher degree from an accredited college or university in Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE: Transcripts must be submitted to verify education.

OR

B. Possess a combination of education and experience--Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education. NOTE: Transcripts must be submitted to verify education.

OR

C. Possess 4 years of experience that demonstrated that I have acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above. NOTE: This is level of experience must be clearly documented in your resume to be creditable.

Minimum Qualification [GS-14]
Possess one (1) year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service that demonstrates I have the knowledge, skills, and abilities to plan, direct, and administer a complex natural resources program. Specialized experience may have involved the following types of duties: 1) Coordinating, supervising or leading a branch, field station, or team focused on the management/conservation of natural resources; 2) Identifying and solving challenging and complex issues related to natural resource management/conservation, visitor services, outreach, or other natural resource programs; 3) serving as a natural resource or conservation organization manager or coordinator representing a federal entity in negotiating with diverse individuals or groups; 4) exercising direct responsibility for developing or implementing policies, plans, standards or procedures to carry out fish and/or wildlife management/conservation; or 5) managing teams focused on the planning, directing, or executing of short and long term activities in fish and/or wildlife management/conservation that affect a diverse group of stakeholders/partners.
NOTE: To qualify, your resume must contain sufficient detail to prove you have one full year performing the types of specialized experience described above.

Time In Grade Requirement:
Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Education

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Duty Stations: The duty station for this position will be located one of the following Region 3 states: IL,IN,MI, MN,OH, or WI. PCS INFORMATION:
