The Bureau of Labor Statistics (BLS) measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

This position is for a Regional Commissioner and is located in the BLS, Office of Field Operations, Atlanta Regional Office.

This is an interdisciplinary position and may be filled either as a Supervisory Economist or Supervisory Statistician (Economics). 

This position is outside the bargaining unit.

Duties include, but are not limited to the following:

  • Establishes new BLS operating procedures, long-range plans and objectives to be applied nationwide and implements organizational changes.
  • Provides executive leadership for management of all BLS regional programs and resolves conflicts among subordinate divisions or staff offices.
  • Maintains professional liaisons with key executives of other public agencies, including municipal, State, and Federal agencies, as well as with officials of business, industry, private research agencies, universities, management and labor organizations, trade and professional groups, and the press.
  • Directs staff, primarily through subordinate managers, coordinating and administering BLS programs and activities in accordance with BLS national office policies.
  • Plans, formulates, develops, and executes region-wide programs and policies to carry out the mission and objectives of BLS and provides executive direction to subordinate organizational elements within the region to assure appropriate program emphasis and accomplishment of priorities.
  • Manages field programs coordinating regional BLS programs with the nationwide activities of national office administrations, divisions, and offices within BLS and with other Federal agencies which have programs in the region related to or affecting the regional BLS programs.
  • Develops regional program plans for achieving assigned goals and objectives and evaluates regional program accomplishments and the overall performance of subordinate divisions.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement, subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Qualifications

BASIC REQUIREMENTS:
Economist, GS-0110: 

Degree: Degree in economics, which included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;

OR 

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Statistician, GS-1530: 

Degree: Degree that included 15 semester hours in statistics (or mathematics and statistics, provided at least 6 semester hours in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education , or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology; 

OR 

Combination of education and experience: courses shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

SPECIALIZED EXPERIENCE:
In addition to the above basic requirements applicants must have one year of specialized experience to the next lower grade, GS-14, in the Federal Service. Specialized experience should include a thorough range of complex economic professional work and training.

This one year of specialized experience must be in or related to the field of economics or statistics and must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled. This experience must demonstrate a thorough understanding of economic principles and theories and a wide knowledge of current economic factors and their implications.

Examples of qualifying experience include:
(1) organizing , directing and coordinating complicated and important economic research programs;

OR

(2) developing new methods of economics analysis or new economic knowledge of value to Government officials responsible for important decisions on economic programs or services.
