Status Candidates (on career or career-conditional appointments), including former Federal employees with reinstatement eligibility, and those eligible for CTAP; ICTAP; VEOA; special hiring programs under a non-competitive appointment authority such as Schedule A; Executive Order 12721, employees eligible under the Land Management Workforce Flexibility Act and individuals on interchange agreement with Other Merit Systems.
Reviews of multiple agencies' annual financial statements to obtain a reasonable assurance that these are free of material misstatements.
Reports to the lead auditor any unusual or questionable accounting or program practices, procedures, or operations
Assists the lead auditor in determining areas of high risk, internal control weaknesses and material misstatement to focus on during an audit.
Tests, analyses and identifies complex financial and non-financial data to verify that it is complete, applicable, and sufficient to meet objectives of the audit test procedure or the audit engagement in general.
Serves as a Contracting Officer Representative (COR) to conduct oversight over independent public accounting firms conducting audit work on behalf of the Office of Inspector General.
Utilizes professional accounting and auditing knowledge in the solution of accounting and operational problems and implementations. Follows up on management decisions, closure request, and recommendation status.
Basic Requirements: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial
institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience:
GS 12 Applicants must have one year of specialized accounting or auditing experience equivalent to at least the GS-11 level in the Federal service, or the equivalent to in the private sector which includes: Performing audit steps and tasks of limited difficulty and complexity such as conducting and/or overseeing financial statement audits, risk assessments, attestation reviews, agreed upon procedures, and preparing draft audit reports using a practical application of auditing standards, procedures, and technology.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
