Duties

Help

  • Conducts engineering-based inspections of GSA buildings, electro-mechanical systems & equipment to recommend energy and sustainability improvements. Conducts building system studies & effectively presents & follows up on recommendations.
  • Analyzes and evaluates a variety of engineering methods and technologies that will be beneficial to implementing future efficiency and sustainability projects in Federal facilities. Monitors case studies of projects and reports on the development process, historical usage data, projected savings, and technical information. Reviews information regarding retrofit and replacement equipment, actual savings in utility costs, problems, and solutions and other information.
  • Evaluates management reporting systems. Reviews cost and other reported consumption data retrieved from the Energy Users Analysis System (EUAS) and other related reporting systems to evaluate effectiveness of operating plans, procedures, and performance standards in energy reduction efforts. Follows procedures to investigate high energy or unusual consumption in buildings that show up in these categories; performs on-site studies to determine causes and makes recommendations to correct problems. Uses a variety of engineering methods to isolate, analyze, and troubleshoot electrical issues in the buildings using provided data from EUAS and the Electrical Software Platform.
  • Analyzes building conditions and equipment operating plans and procedures, and applies energy efficient standards by studying the operating characteristics of the building energy consuming systems and associated equipment. Determines causes of deficiencies, analyzes possible methods of correction, and recommends mechanical and operating changes as necessary to include retrofitting or altering systems to make them more energy efficient to reduce energy costs, improve performance standards and reduce energy usage. Develops effective operating plans for plant operators to follow.
  • Works with local utility company officials and Legal/Contracts Representatives to negotiate and execute Area-wide utility contract exhibits and/or Basic Ordering Agreement (BOA FAR 16.703) which establishes terms and conditions applying to future contracts between GSA, water and utility companies and methods for pricing, issuing and delivering future orders for utility demand side management energy and water conservation services for specific buildings.
  • Provides expert technical assistance to the GSA Sustainability Program Manager, concerning the Resource Conservation and Recovery Act (RCRA) (as amended) and The Comprehensive Environmental Response Compensation and Liability Act (CERCLA) (as amended), NEPA, Endangered Species Act, and other environmental laws and regulations. Provides program guidance for recycling of building waste (e.g. paper, glass, metal & plastics) as well as construction materials.

The GS-12 salary range starts at $80,367 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.

SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is experience identifying energy efficient and sustainable solutions, based on industry standards, for enterprise-wide deployment to meet complex energy related needs. This experience must include analysis of energy-use impact of alternative building systems considered during design, construction, alteration, or the maintenance phases of the building life-cycle; developing scopes and budgets; developing building automation specifications; and project management to address high energy and water costs.

  • Knowledge of energy engineering design principles, and building operation as it relates to energy conservation and sustainability.
  • Knowledge of civil and electrical engineering principles is also applied to administer the Energy and Sustainability Regional Program.
  • Broad knowledge of concepts, principles, and practices applicable to the full range of duties concerned with the building and design and construction of multi-story office and special purpose buildings.
  • Knowledge of tenant agencies' operating needs and typical problems to develop new and improved methods, policies and procedures that will conserve energy, promote sustainability and encourage effective recycling.
  • Comprehensive knowledge of various energy conservation, sustainability, and greenhouse gas reduction efforts applicable to corresponding Executive Orders, Laws and Regulations.
  • In-depth knowledge of technical and operating concepts, principles, and practices required in the maintenance and operation of Government owned and leased buildings and the relationship to energy conservation, water conservation, sustainability and recycling.
  • Knowledge of energy conservation, sustainability and recycling program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.
  • Knowledge of procedures required for executing exhibits under area-wide utility contracts with utility and water companies for energy related services.
  • Skill in oral and written communications to clearly present innovative, complex energy conservation programs to a broad range of audiences in formal and informal situations.
  • Skill in the development and implementation of directives, policies and instructions as an expert panel member in energy conservation and sustainability.
