Performs paralegal duties as follows:
Prepares and organizes exhibits, case files, and records.
Performs substantive legal research in all areas of civil law under the Office’s Area of Responsibility and jurisdiction. Uses legal references, on-line research services, and other available sources to obtain appropriate authorities of administrative rulings, statutes, and regulations. Reviews and analyzes precedents relevant to cases and prepares legal research summaries for the Regional SOL office. Conducts research and advises attorneys in difficult cases. Prepares drafts and documents subject to attorney approval.
Prepares and reviews legal documents for content, legal sufficiency, and administrative accuracy. Gathers necessary information and data, performs legal research necessary, and composes necessary pleadings or draft response for use by attorney. Determines what further facts and legal sources are applicable; contacts witnesses and obtains other statistical or documentary evidence.
Verifies citations and legal authorities. Summarizes findings or documents for use by attorneys in preparing Decisions and Orders.
Prepares legal documents or responses to requests for information and gathers, studies, classifies and interprets data from private enterprise and labor organizations to discover patterns of possible illegal activity. Prepares decisions, orders and forwarding memoranda in non-complex cases.
Assists attorneys in Merit System Protection Board, Equal Employment Opportunity, and arbitrations hearings. Participates in interviewing potential witnesses, union representatives, claimants, grievances, employees, to gather information, and arranging for subpoenas and indexing/abstracting depositions.
Maintains court calendars and negotiates calendar status with counsel and court personnel.
Research legal issues, and legal precedents. Analyzes their appropriateness and applicability to respective programs for which the office is responsible.
Contributes to the internal management of legal functions.
Identifies the need for uniform procedures and standards to facilitate legal activities and related administrative processes and avoid duplication of effort and undue delay in accomplishing objectives. Recommend and participate in the implementation of improved procedures.
Prepares status and statistical reports relevant to cases and program activities of the office and other correspondence and notes and corrects casefile deficiencies (e.g. missing documents inconsistent material, leads not investigated) before sending the case to the concerned trial attorney. Prepares and maintains summary records/digests for office programs. The incumbent is responsible for ordering and maintaining all subscriptions, E- Filing, and Freedom of Information Act (FOIA) Third Party Subpoena program.
