Help

You will:

  • Serve as an expert on all aspects of the agency’s Action Development Process (ADP), a process the Agency uses to develop rules and actions that define the technical and operational details of environmental programs throughout the agency;
  • Utilize databases, websites, reports, and other tools to manage information relating to the ADP and to monitor the status and progress of regulatory actions;
  • Provide advice to program offices and external partners regarding federal statutes and executive orders related to rulemaking, including the Regulatory Flexibility Act as amended by the Small Business Regulatory Enforcement Fairness Act;
  • Work with program office staff and management to facilitate the development of regulatory and policy actions in the Agency's Action Development Process, including support for Regulatory Steering Committee projects and activities;
  • Assist in the development, execution, and monitoring of environmental protection plans, programs, and the development and review of related grant/contract proposals.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as analyzing and interpreting statutes, laws, and/or executive orders relating to regulatory actions; assisting in the development of reporting tools, databases, and/or website content; and preparing briefings, reports, and/or presentations.

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as participating in the regulatory development process in a federal, state, local, and/or other capacity; developing, maintaining, and/or enhancing reporting tools, databases, and/or website content; and preparing briefings, reports, and/or presentations.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of the regulatory development process; 2) Skill in utilizing information management systems for reporting purposes; 3) Skill in written communication; 4) Knowledge of statutes and executive orders related to rulemaking; 5) Skill in oral communication; 6) Ability to build and maintain collaborative relationships with stakeholders; 7) Skill in providing training and instruction; 8) Ability to manage grant/contract proposals and task orders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
