Summary

This position is located within the Bureau of Political-Military Affairs (PM),  The Bureau is the principal link between the Department of State and Defense and provides policy direction in the areas of international security, security assistance, military  operations, post-conflict stabilization, and defense trade. This position is responsible for building and managing the Bureau’s relationships with non-media public, advocacy groups, and other non-governmental organizations.

Duties

Help
  • Represents difficult and complex PM policy issues to U.S. civil society including think tanks, nongovernmental organizations, advocacy groups, and U.S. industry.
  • Builds relationships with civil society organizations with interests or expertise relevant to PM; and serves as the direct point of contact with such organizations for the Bureau.
  • Prepares and drafts memoranda, briefing checklists, guidance, and other documents that convey the Department’s and the Administration’s position on issues.
  • Supports senior leadership engagements with U.S. civil society think tanks, nongovernmental organizations; and advocacy groups

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience working in think tank/advocacy group/NGO public activity (i.e. conducting research, preparing research and/or grant proposals, producing reports and/or op-eds, facilitating or participating in conferences, conventions, or roundtables).
  • Experience working in civil society organizations (i.e. advocating for policy positions for industry associations, and other non-governmental organizations, including quasi-autonomous nongovernmental organizations).
  • Experience preparing and drafting memoranda, briefing checklists, guidance, and other documents that convey the office's point of view.

There is no substitute of education for specialized experience for the GS-13 position.
