Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized experience: GS-11: At least one year of specialized experience equivalent to the GS-9 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties: Advises staff offices on all aspects of financial management, accounting and budgetary matters; Uses accounting standards and practical application in producing financial statements and related financial reports; Uses automated systems and software functions to produce budget reports and spreadsheets in complex formats; Applies knowledge of Federal and Department budgetary methods, practices, procedures, regulations, and other guides in order to perform routine continuing assignments in the areas of budget formulation, presentation, and execution; Provides guidance to assigned areas on all aspects of financial management, accounting and budgetary matters; Assists in the preparation of budget estimates and justifications; Interprets directives and circulars; Reviews and edits office budget submissions for accuracy and conformance with procedures and guidelines; and Negotiates budget funding amounts, timing, and changes.

GS-13: At least one year of specialized experience equivalent to the GS-12 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing the following duties: Advises staff offices on all aspects of financial management, accounting and budgetary matters; Analyzes, monitors, and tracks expenses, and net operating result of assigned areas to ensure sufficient, proper distribution and utilization of funds throughout the execution phase of the annual budget execution; Provides financial management advice in the development or enhancement of financial systems; Analyzes regulations, legislation, and policies to identify their impact on budget, finances and operations; and Demonstrates advanced skills in written and oral communication sufficient to prepare and make formal presentation of findings and recommendations to top levels of management in presenting their findings and recommendations.

Education: GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or related LL.M.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate-level education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants at the GS-11 grade level and above.
