The incumbent serves as the Director of the Office of Engineering & Operations in the Ohio Division of the Federal Highway Administration. This position is the Division's chief engineer and is responsible for delivering the Federal-aid highway program (under Title 23 United States Code) statewide through all phases of project activity including scoping, environmental evaluation, design, construction, and maintenance.

As a Supervisory Civil Engineer, you will:
Serve as the principle engineering advisor to the Division Administrator and Assistant Division Administrator and provide policy and program direction on a statewide basis, for the management, implementation, and coordination of all phases of new and existing Federal-aid highway programs in environment, realty, design, construction, operations, maintenance, and emergency relief operations.
• Provide professional engineering expertise in the full cycle of transportation system development activities including such areas as traffic analysis and operations; Interstate access modifications; highway corridor analyses; major investment studies; development of and application of highway design standards; congestion management; environmental considerations; noise attenuation; and construction specifications.
• Work with and direct the Engineering & Operations (E&O) staff adjustments in program priorities, goals and objectives, and timetables, as necessary, to ensure program goals and objectives are achieved.
• Be responsible for matters pertaining E&O organization and staffing, performance evaluations, budget, training, and travel for all employees assigned to the Office of Engineering & Operations.
• Represent the Division Office at conferences and various task force groups and committees with other Federal, State, local, and private sector officials to resolve complex problems involving program management, implementation and project development, and to assist in developing appropriate State policy to meet Federal requirements. Conduct special engineering assignments and prepares reports.
CONDITIONS OF EMPLOYMENT:

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13 and it must include:
• Experience directing the management of projects and project information to support the delivery of highway and/or bridge construction projects.
• Experience applying professional civil engineering principles, theories, methods, and practices to all phases of highway construction.
You cannot substitute education for specialized experience at this grade level.
Applicants must also meet the MANDATORY EDUCATION REQUIREMENTS
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
All applicants must meet the education requirements under A or B to qualify for applying to an engineering position.
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
