  • Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical information technology (IT) security issues and makes decisions or recommendations that significantly influence important IT policies and programs.
  • Plan and coordinate the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.
  • Manages the audit electronic work paper application systems (currently Teammate).
  • Provides individual training and formalized group training on the audit electronic work paper application to include such topics as navigating through the various audit electronic work paper system functions.
  • Develops program improvements derived from current developments in audit electronic work paper system by becoming a member of the federal audit electronic work paper system User Group, and researching other audit electronic work paper system publications.
  • Provides timely and accurate technical assistance to audit users both in headquarters and overseas, including trouble shooting any problems encountered and processing support through the help desk system.
  • Provides data analysis support to include data download requests from agency systems and direct data connections to multiple OIG and agency systems, utilization data analysis tools (currently Tableau and Power BI).Plans, develops, implements, and administers systems for the acquisition, storage, and retrieval of data.
  • Ensures the rigorous application of information security/information assurance policies, principles, and practices regarding access to information stored on the Audit electronic work paper software system.

Qualifications

OPM Basic Qualifications - 2210 Series Individual Occupational Requirements (IOR): Individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

  • Examples of IT-related experience demonstrating this competency include:
    • Completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Examples of IT-related experience demonstrating this competency include:

    • Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Examples of IT-related experience demonstrating this competency include:

    • Convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to OPM Basic Qualifications you must have one year of specialized experience at the level similar, related, or relevant to the work of this job that has given you particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.


Specialized Experience:
GS-13:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of Specialized experience is define as such: data mining/data analysis methods (e.g., data cleansing, data management, analytics, visualization, and engineering), modeling (e.g., model selection, modeling risk, training, evaluation, and tuning), mathematics, statistics, and artificial intelligence to collect, analyze, and interpret large data sets. Ability to apply advanced data analytic principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services; experience in relational database management systems (SQL Server, Oracle, Sybase, etc.); experience with advanced statistical analysis software (SAS, SPSS, Stata, etc.); experience with data visualization tools (Tableau, Power BI, SharePoint, QlikView, and/or Crystal reports); communicating complex ideas in writing in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations; and oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies, articulate positions/policy of vast technical complexity, and to represent the organization on internal and external data analysis initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
