Duties

Help

Serves as a subject matter expert and technical authority with responsibility for assisting and advising audit teams on specialized activities in data analysis and audit sampling (statistical and non-statistical).

Advises, assists, and reviews with the preparation of audit teams’ data collection designs, data analyses, and statistical and non-statistical sampling designs. This includes developing and implementing methods and procedures for collecting, editing, and analyzing data.

Collaborates with audit teams in designing statistical and non-statistical sampling methodology (such as simple random sample, stratified random sampling, and haphazard sampling) and determining appropriate sample sizes to address audit objectives. 

Serves as an AUD subject matter expert and provides guidance to audit teams to interpret data and the results of audit sampling (statistical and non-statistical sampling) and provide technical review of testing performed on items selected as a result of the sampling methodology.

Reviews and provides comments on sections of reports that present statistical and non-statistical results to ensure that such products are properly presented and are consistent with AUD policies and procedures related to sampling and data analysis and statistical and mathematical principals, theories, and concepts.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

Have an undergraduate or higher level degree from an accredited college or university that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), AND 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; OR in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements is given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing;

OR

Have a combination of education from an accredited college or university as shown above PLUS appropriate experience or additional education. This experience include a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and test of significance.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate the following:

-Experience applying a variety of qualitative and quantitative methods to assess program effectiveness or to improve management processes.
-Experience evaluating and analyzing findings to discern relationships and to assess the thoroughness of the evidence to be used in the audit report.
-Experience analyzing and presenting statistical and non-statistical data in performance type audit reports.
-Experience designing, fielding, and analyzing the results of questionnaires and other data collection instruments that are both unbiased and targeted to assignment   objectives.
-Experience applying relevant auditing standards, Federal laws, and regulations (e.g., GAS and GAAP).

-Experience applying a wide variety of qualitative and quantitative methods to assess program effectiveness or to improve management processes while concurrently providing on the job training to staff.
-Experience evaluating and analyzing findings to discern relationships and to assess the thoroughness of the evidence to be used in the audit report.
-Experience analyzing and presenting statistical and non-statistical data in audit reports.
-Experience assessing the quality of the final product focusing on the data analysis methods and interpretation of the data as well as ensuring that the report adheres to GAS and other auditing guidance and standards.
-Experience designing, fielding, and analyzing the results of questionnaires and other data collection instruments that are both unbiased and targeted to assignment   objectives.
-Experience applying relevant auditing standards, Federal laws, and regulations (e.g., GAS and GAAP).

  • Knowledge of and skill in applying complex mathematics, data analysis, data collection techniques, statistical procedures, and statistical tools sufficient to interpret policy and regulatory requirements and make recommendations for policy changes or design analytical/methodology tools.
  • Ability to demonstrate analytical skills to identify problems and to develop solutions and recommendations for appropriate corrective actions.
  • Ability to effectively communicate orally and in writing to provide technical advice and consultations on a variety of problems involving the theory or application of statistical and non-statistical methods.
