Summary

This position is located in the Department of Labor, Mine Safety and Health Administration (MSHA), Office of Assessments (OA), Technical Compliance and Investigation Division (TCID). The TCID is responsible for the overall administration of the national special investigations and technical compliance programs. TCID also provides guidance, oversight, and program evaluation. As well as the coordination of special investigation employee training.

This position is INSIDE the bargaining unit.

Duties

Help

  • Reviews, evaluates, and provides written analyses of investigation reports forwarded to the national office from the districts.
  • Plans and conducts special investigations involving MSHA, the Office of the Solicitor, and the Department of Justice, as well as investigation and analyses that result in or impact on MSHA nationwide enforcement plans and programs.
  • Assists in the planning, development, coordination and presentation of training programs for special investigators.
  • Participates in the planning, coordination, and development of national investigative policies, programs, procedures, standards, and guidelines that will ensure the most effective and efficient use of national and field resources.
  • Conducts extensive review and analysis of evidence developed during MSHA investigations and recommend an appropriate civil monetary penalty. Prepare legally-sufficient narrative findings of special assessment that includes the facts and conclusions specific to each case.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position.

Examples of specialized experience include at least 3 of the following 4:

  • Expert knowledge of organizational awareness;
  • Experience conducting and/or evaluating investigations;
  • Experience drafting at least one of the following written documents: reports, analyses, and/or technical papers;
  • Experience planning and/or carrying out training for groups

There is no education substitution for specialized experience at the GS-13 level.

A writing sample of 5-10 pages MAY be requested if selected for an interview.

Criminal Investigation: Knowledge of the guidelines, regulations, and procedures associated with criminal investigation, including evidence detection and handling and drawing appropriate factual inferences and conclusions.

Legal, Government, and Jurisprudence: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.

Mine Safety and Health: Knowledge of mine safety and health principles and practices, techniques and procedures, regulations, and standards as they apply to conducting inspections/investigations, identifying and evaluating unsafe conditions, and recommending methods to correct unsafe conditions.

Teaching Others: Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor.

Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
