Duties

Help

This position is responsible for developing and implementing the Council of the Inspectors General on Integrity & Efficiency (CIGIE) strategy for Congressional relations; responding to Congressional, press, and public inquires; analyzing legislation; and overseeing CIGIE's public websites and social media accounts. The incumbent will serve as the primary contact for inquiries from Congressional staff, media, and the public regarding CIGIE's components and committees.


In this position, you will serve as Congressional and External Affairs Specialist. Typical work assignments include:

  • Serving as the CIGIE spokesperson and senior advisor to CIGIE Chair, CIGIE Vice-Chair, and other CIGIE senior leaders to effectively establish and communicate CIGIE's strategic objectives and initiatives to legislative and external audiences.
  • Keeping the CIGIE Chair, CIGIE Vice-Chair, and CIGIE senior leaders well informed of significant developments and issues.
  • Providing Congressional and media relations advice to agency officials about newsworthy, sensitive, and controversial issues.
  • Identifying and defining major issues, monitoring appropriate Committee hearings, reviewing appropriate source material, and coordinating the preparation of materials (e.g., issue papers, briefing slides, and handouts).
  • Preparing, collecting, coordinating, and reviewing testimony and other information production for the CIGIE Chair, CIGIE Vice-Chair, and other CIGIE leadership for accuracy and relevance.
  • Providing testimony and other related information to Congress, coordinates the preparation for congressional hearings, and manages CIGIE's response to questions afterwards.
  • Attending multiple regular meetings with various OIG offices.

  • Status Candidates must submit an SF-50 and recent appraisal.
  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
  • Time-in-Grade must be met by the closing date of the announcement

  • You must be able to obtain and hold a Top Secret security clearance.
  • New employees must serve a one year probationary period.
  • You must submit to a drug test and receive a negative test result prior to appointment to this position. After appointment, you may be subject to periodic random drug testing.
  • Merit promotion and/or non-competitive referral lists may be issued based on the needs of the agency.

Qualifications

You qualify for the GS-14 grade level if you possess one year of specialized experience equivalent to the GS-13 grade level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  1. Executing communication strategies to ensure the effective implementation of organizational objectives and activities;
  2. Writing communication products (e.g., Congressional testimony, press releases, announcements, speeches, etc.) used to communicate the organizational mission and operations to external stakeholders;
  3. Liaising with Congressional offices on behalf of an organization to advance its mission; and
  4. Planning and coordinating informational/educational briefings for stakeholders (i.e., Congress, press, and public).
