Summary

The Manager, Aviation Research Division, is located at the William J. Hughes Technical Center under the Assistant Administrator for NextGen and reports directly to the Director of the Technical Center. The division develops scientific solutions to current and future air transportation challenges by conducting applied research and development in collaboration with industry, academia, and government. The incumbent of this position is a recognized authority for aviation.

Duties

Help

Plans, organizes, executes and controls the aviation research and development portfolio which includes the: conduct of research to prevent in-flight fire accidents and improve post-crash fire survivability; development of tools and capabilities to identify and analyze emerging safety threats and determine mitigation solutions to reduce aviation accidents and incidents; development or certification methodology for unleaded fuel for use in piston aircraft; conduct of research on aircraft systems and airframe structures to support continued airworthiness requirements and safety oversight of new/emerging technologies; conduct of research and testing in the airport area (including pavement technology, lighting, marking and signing, airport rescue and firefighting, etc.) to support and update advisory circulars, manuals, and technical specifications that U.S. airports rely on when spending airport improvement funds; conduct of research and testing to optimize total system performance by incorporating human factors considerations in program and operational requirements, analysis, design, development, and implementation.

Addresses mid-and far-term aviation research needs. Uses research and development goals and performance targets to bridge requirements from the FAA’s strategic initiatives to the advance global aviation and identifies how the FAA can use its research strengths to meet these needs.

Makes contact with executives from industry, academia, and other government agencies regarding research initiative, and the results as well as discuss emerging technologies. May be asked to represent the Agency on various national and international working groups and committees where he/she will be required to communicate the official Agency message on aviation research. Communicates with executive sponsors from the Offices of the Associate Administrator for Airports, Associate Administrator for Aviation Safety, and Assistant Administrator for Security and Hazardous Material.

Manages the work of a large, multi-level organization typically through subordinate managers. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization.

Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as
appropriate.

Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where LOB/SO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. In doing so, considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA. May participate in developing solutions to FAA-wide problems.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K, FG/GS 15. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience leading large groups of highly technical and diverse employees such as engineers, engineering research psychologists, mathematicians, research chemists, computer scientists, and computer specialists, experience in collaborating and leveraging research assets and capabilities, experience working with academia and other organizations where research is conducted to advance aviation technologies.
