Duties

The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States. The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL’s mission.

The position designs system features to enhance and build equity, diversity and inclusiveness into system user experiences.

User Interface

Translates data analysis into process creation to implement input controls, navigational and informational components as user interface (UI) elements across applications. Performs needs analyses to define opportunities for new or improved business process solutions. Gathers and evaluates user requirements, and analyzes the data to develop prototypes, interfaces, and mockups for testing. Leads projects from the development and design stage through to completion in a way that builds stakeholder buy-in and support. Advises management on customer experience strategy to create a culture aimed at designing federal services around customer needs and priorities. Analyzes customer experience data to support leadership decision-making. Collaborates with a wide range of stakeholders and customers to develop, evaluate and implement strategies for improving customer experience and achieving measurable outcomes.

User Experience

Designs and delivers high-quality solutions using user experience (UX) research techniques, and testing to assess user behavior. Conducts feasibility studies and trade-off analysis to develop functional and system requirements that work across multiple platforms. Ensures rigorous application of information security and compliance to the systems analysis. Develops and documents testing policies, and requirements for troubleshooting processes. Ensures integration of components, e.g., system processes, applications, interfaces and design for software and hardware. Collaborates with programming, engineering, and customer management teams to evaluate and make improvements on existing processes and planning systems implementation. Consults with customers to identify and specify requirements. Defines systems scope and objectives utilizing cost estimates for new or modified systems. Creates positive customer outcomes using human-entered design practices. Implements staff training on the benefits of these practices to improve services and create sustainable changes. Implements aesthetically pleasing products for customers to engage with. Builds processes to incorporate and translate customer feedback and usage metrics into elements that enhance UX design.

Qualifications

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service to qualify for GS-14.

Specialized experience to qualify for GS-14 is defined as:

1. Experience in design and delivery of high-quality solutions to the user interface (UI).

2. Experience researching and designing processes from the ground, up, including procurement of products and services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., PeaceCorps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
