  • Works as a member of a team to performs a variety of technical auditing engagements that are structured to provide support to the incumbent with experience in the application of auditing principles, procedures, and techniques.
  • Reviews agency management decisions in response to OIG recommendations.
  • Performs desk reviews of recipient contracted audits (RCAs), Defense Contract Audit Agency (DCAA) audits, single audits, and contracted audit reports submitted by USAID and MCC and prepares transmittal memos that may contain recommendations.
  • Works independently to review other auditor submitted work (i.e., transmittal memos, letters, and other supporting documents are independently referenced).
  • Conducts Quality Control Reviews of auditors that performs the audits of agency contractors and grantees.

Qualifications

BASIC REQUIREMENTS FOR AUDITORS:

Degree: auditing or a related field such as business administration, finance, public administration, or accounting.
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination;
or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

ADDITIONAL REQUIREMENTS TO QUALIFY AT THE GS-9 LEVEL:

GS-9:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes : (1) Researching and gathering information; (2) Documenting work papers, preparing segments of written reports; (3) Reviewing audit reports, surveys and special studies conducted by independent public accounting firms and documenting the results of these reviews; (4) Conducting quality control reviews on independent public accounting firms' work papers in accordance with Generally Accepted Government Auditing Standards (GAGAS).

OR

2. Have completed at least one full year of graduate level education (18 semester hours or the equivalent) in auditing, or in a related field such as business administration, finance, public administration, or accounting. OR

3. Have completed all the requirements for a Bachelor's degree from an accredited college or university PLUS demonstrated Superior Academic Achievement as defined below. OR

4. A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
