Summary

This is a Biologist, GS-401-12/13 working in Sacramento, CA for the ARD-Science Applications. As Western Monarch Coordinator, you will be a key member of the national Pollinator Conservation Center. You will collaborate across Service programs and Regions and with others to develop and coordinate actionable science and conservation for western monarchs. Partners include tribes, state/federal agencies, private landowners, industry groups, NGOs, and others working on monarch conservation.

Duties

Help

As a Conservation Biologist your duties will include but are not limited to the following:

  • Provides scientific and technical expertise in progressively refining the scientific and technical underpinning of fish and wildlife conservation strategies and plans for assigned issue(s) or area. Collaborates and explores innovative means to leverage human and financial assets among agencies, organizations, and partnerships to implement the functional elements of the SHC framework in pursuit of a sustainable ecosystem.
  • Serves as a technical expert and provides expert advice, determines compliance under the SHC framework and evaluates the need for corrective actions in accordance to program goals and objectives.
  • Participates in multi-agency SHC scientific projects intended to support ecosystem conservation efforts across geographic areas, other boundaries and programs; collaborates with partners and other stakeholders such as other Federal and state fish and wildlife agencies.
  • Serves as a technical expert and provides a forum for private, state, and federal entities interested in a sustainable geography to exchange ideas, information, and technology; and to actively engage in leveraging and targeting their collective assets to secure the science needed to achieve desired ecosystem conditions.

Qualifications

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.. OR
  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Minimum Qualification [GS-12]
  1. I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Such experience may include: 1) coordinating within and across large partnerships to co-develop priorities, action strategies, and joint operations that achieve measurable ecological outcomes at scales ranging from local (or site) scale, to watershed (or landscape) scale, or to regional and national scale; 2) supporting development, engaging with, and evaluating partnerships by creating, guiding, and nurturing interdependent networks among scientists and managers as well as other agencies and organizations sufficient to support collaborative science acquisition and conservation application; 3) participated in applying conservation and resource management policies and objectives and their application to species of greatest conservation need, listed species, declining species, or Monarch butterflies at multiple spatial scales; 4) supporting development of interagency projects and programs to define science-based objectives and provide guidance and direction in the implementation of private, state, and federal conservation programs on both public and private lands; and 5) supported collaboration with partners in the development of sound procedures and protocols for monitoring climate impacts, habitat change and/or related responses of species of greatest conservation need, listed species, declining species, or Monarch populations.
Minimum Qualification [GS-13]

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

-Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable.

2. Ability to align the capabilities and limitations of a wide range of conservation programs among multiple partners into
workable conservation strategies spanning multiple large landscapes.
3. Communication skills sufficient to communicate thoughts and ideas verbally to both technical and policy audiences in
both formal and extemporaneous settings.
