Summary

As an Accountant, you will determine the proper accounting treatment for real and personal property financial events.

This position is located in the General Services Administration (GSA) Office of the Chief Financial Officer, Financial Operations Division.

Financial Operations Division develops financial operations capability, protocols and architecture for GSA’s Public Buildings Service.

Duties

Help

  • Conducting periodic analysis of real and personal property accounting events and recommending proper accounting treatment.
  • Responsible for oversight and reviewing of the financial data in systems and procedures related to financial reporting of real and personal property activities.
  • Producing accurate and timely written responses, to inquiries from Congress, Office of Management and Budget (OMB), Treasury, customer agencies, internal GSA organizations and the public, concerning accounting and financial management policies, procedures and transactions involving real and personal property.
  • Providing written responses of recommended accounting treatment for real and personal property financial events, that is supported by the governing
    accounting standards and concepts. Recommending efficiencies around operational processes, system modifications and ways to improve and strengthen internal controls over financial account balances.
  • Utilizing and applying knowledge of regulations, of the Government Accountability Office (GAO) and Treasury Department regulations, circulars, and directives, Federal Accounting Standards Advisory Board (FASAB), Financial Accounting Standards Board (FASB) and/or similar accounting advisory boards standards and concepts for real and personal property financial reporting.
  • Researching and querying financial transactions and data within an accounting and financial management system including related real and personal property subsidiary modules used in support of detail asset account balances and depreciation entries.
  • Reporting summary information to management, identifying risks and errors in that data and recommending necessary corrective actions within established deadlines.
  • Performing analysis and creating reports using Microsoft Access Database tool or another similar Database system.
  • Utilizing accounting principles to review Energy Savings Performance contracts/transactions to ensure all areas are in compliance with applicable financial reporting standards.

The GS-13 salary range starts at $95,567 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Basic Requirements:  You must have either A or B, or C:

  1. Degree in accounting
  2. Degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law
  3. A combination of college level education and experience.

In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is:

Experience that requires analyzing accounting events involving real and personal property and determining the proper accounting treatment in accordance with the generally accepted accounting principles (GAAP) established by the Federal Accounting Standards Advisory Board (FASAB) for the federal government, the Financial Accounting Standards Board (FASB) for private industry and/or similar accounting advisory boards. Such accounting events include, but are not limited to, the following; acquisition of assets, property exchanges, capitalization versus expense of costs, determining substantial completion of construction projects, and disposal or sale of assets.

Knowledge of theory, concepts, and practices of professional accounting in the area of real and personal property financial reporting to apply to broad and difficult assignments. Knowledge in real and personal property accounting to record proper accounting treatment for real and personal property financial events. Ability to interpret, apply and evaluate accounting systems.

  2. Ability to research and analyze real and personal property financial data, including accounting transactions, in order to draw conclusions and make recommendations to management on proper accounting treatment positions that are in line with the governing accounting regulations.

  3. Knowledge of regulations, of the Government Accountability Office (GAO) and Treasury Department regulations, circulars, and directives, Federal Accounting Standards Advisory Board (FASAB), Financial Accounting Standards Board (FASB) and/or similar accounting advisory boards standards and concepts in the area of real and personal property.

  4. Ability to work within various accounting and financial management systems to analyze significant amount of financial data.
  5. Ability to create reports in a database system and knowledge to analyze the resulting data.

  6. Ability to review financial transactions pertaining to Energy Savings Performance contracts.
