Duties

Help

  • Performs projects (e.g. audits, reviews, evaluations etc.) in accordance with applicable public laws, regulations, Government Auditing Standards (GAO Yellow Book) or Department of Labor, OIG, OA Handbook and standard operating procedures, or accounting principles. During a project, the incumbent:
  • Conducts site visits to auditee locations (e.g., headquarters, regions, districts, field offices, etc.) to perform the necessary procedure steps in the audit plan such as performing  interviews, obtaining data and/or information, and/ or performing analyses.
  • Leads team or assists in identification of potential scope, milestones, and budget needed to complete a project and propose them to audit manager for approval.
  • Obtains sufficient, appropriate evidence as a basis for reasonable judgments and conclusions regarding the organization, program activity, or function being audited. Evidence may be physical, testimonial, documentary, or analytical.
  • Prepares audit reports, or assigned report sections, which are accurate, fair, impartial, and supported by sufficient evidence. This can include reviewing reports or report sections prepared by other audit team members.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, in the Federal Service.

Applicants must meet either of the following criteria for the GS-5 grade level:

A. 52 weeks of specialized experience, equivalent to the GS-4 grade level in the Federal service. Specialized experience includes but is not limited to retrieving data or information relevant to the objective of the research; identifying the purpose, nature, timing, extent, and results of the work performed including conclusions; documenting work performed using proper grammar, punctuation and spelling; and using time appropriately to complete multiple tasks by given deadlines.

B.  4-year course of study leading to a bachelor's degree.

Applicants must meet either of the following criteria for the GS-7 grade level:

A. 52 weeks of specialized experience, equivalent to the GS-5 grade level in the Federal service. Specialized experience includes but is not limited to conducting research to identify and retrieve data or information relevant to the objective of the research or audit; identifying the purpose, nature, timing, and extent, and results of the work performed including conclusions; documenting work performed using proper grammar, punctuation and spelling; and using time appropriately to complete multiple tasks by given deadlines.


B. One year of graduate level education in accounting or in a related field such as business administration, finance or public administration. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement. C. Having completed, or within 9 months of the closing date of this announcement will have completed bachelor's degree in accounting or directly related major and meet Superior Academic Achievement (S.A.A.). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1) Class standing-Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Grade-point average (G.P.A.)-Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. G.P.A. as recorded on the final transcript. The final transcript must cover the period being used to determine G.P.A., i.e., all 4 years or last 2 years. (3) Election to membership in a national scholastic honor society-Applicant can be considered eligible based on membership in one of the national scholastic honor societies listed. These honor societies are listed in the Association of College Honor Societies. (You MUST submit transcripts or proof of education and any other applicable documentation to verify your claim.)


D. A combination of experience as described in "A" above and education as described in "B" above. To combine education and experience, determine your total qualifying experience as a percentage of the experience required for the grade level. Then determine your education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. (You MUST submit transcripts or proof of education to verify your claim.)

Applicants must meet either of the following criteria for the GS-9 grade level:

A. 52 weeks of specialized experience, equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes, but is not limited to presenting conclusions, findings, or recommendations to a senior Auditor or supervisor for potential use in developing report findings; using time appropriately to complete multiple tasks by given deadlines; documenting work performed using proper grammar, punctuation, and spelling to describe the purpose, nature, timing, extent, and results of the work performed; conducting research to identify and retrieve data or information relevant to the objective of the research or audit; and assisting In the identification of laws, regulations procedures applicable to the subject of research or audit.

B. Having completed, or within 9 months of the closing date of this announcement will have completed, a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. that may be substituted to meet the specialized experience requirement. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim.)


C. A combination of experience as described in "A" above and education as described in "B" above. To combine education and experience, determine your total qualifying experience as a percentage of the experience required for the grade level. Then determine your education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Education

Basic Requirements for Performance Auditors MUST be met first:

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    OR

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
