Duties

Help

The Comptroller directly manages, controls, and oversees planning, budget and financial management functions to ensure conformance of OWCP financial functions and systems to applicable DOL, OMB, GAO, Treasury, and other standards.

The Comptroller develops budget estimates and assures sound financial planning; performs review and analysis of legislative proposals; conducts or directs the conduct of special analyses and reviews related to the use of resources, providing the results to the Director, OWCP.

The Comptroller represents the Director, OWCP with full authority to commit the agency on financial management matters in dealing with others inside and outside OWCP and DOL, to include the Congress, OMB, Treasury, GAO, and other federal components, as well as the press, interested business, labor, and academic groups, state and local governments, and the general public.

The Comptroller initiates enterprise risk management, planning and performance management processes, financial management, budget, and internal controls programs that increase efficiency and effectiveness, and encourages the integration of program performance and financial data.

The Comptroller provides oversight in the development of OWCP's Operating Plan as envisioned by the Government Performance and Results Act, leading strategic planning, operational planning, performance review, and program evaluation for OWCP. Provides leadership and oversight for development and implementation of the Annual Performance Plans, the Annual Performance and Accountability Report to Congress, and the OWCP Annual Report.

The Comptroller oversees preparation and submission of periodic financial performance reports to the Director and Deputy Director of OWCP, to the DBC and OCFO.

The Comptroller, through subordinate managers, provides leadership, planning, and direction in the accomplishment of the Division's total workload; assures that planning, budgetary, and accounting and internal controls deadlines are met and that the best product is provided within required timelines.

You must have one year of specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. Your resume must demonstrate possession of specialized experience in the described duties.

Qualifications

1. Leading Change:  This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.  Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People:  This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals.  Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven:  This core qualification involves the ability to meet organizational goals and customer expectations.  Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen:  This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions:  This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Experience in directing financial management programs and activities in support of an organization's mission, including provision of leadership motivation and technical guidance to professional budget and accounting staff.

2. Knowledge of laws and regulations governing federal financial management, to include OMB circulars, GAO directives, and Treasury practices, for the effective management of systems of internal control over sizable and complex trust fund and appropriated fund transactions.

3. Demonstrated ability to effectively communicate program policies and requirements, planning, performance measurement, and financial and budgetary matters to executive staff, and serve as a spokesperson for an organization in a variety of executive level professional settings.

You will be evaluated based on your experience and your responses to the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). Current/Former Career SES or SES Candidate Development graduates who have been certified by OPM must provide a narrative response to address each of the MTQ's, but need not address the ECQs.
